Job Description
SUMMARY
Formulates and defines systems scope and objectives. Conducts business process analyses, needs assessments, and preliminary cost/benefit analyses in an effort to align information technology solutions with business initiatives.
ESSENTIAL FUNCTIONS
• Understands the business areas supported to determine specific business requirements. Supports multiple business areas.
• Works with user management and may conduct studies pertaining to the development of new information systems to meet current and projected complex business needs.
• Leads one or more medium sized and complex projects which entails monitoring the work of internal IT professionals, as well as external IT professionals.
• Writes descriptions of user needs, program functions, and steps required to develop or
modify systems.
• Analyzes user requirements, procedures, and problems to improve or create complex
systems.
• Prepares functional, system, and program specifications.
• Prepares proposals and recommendations for management and users.
• Prepares project-phase plans and implementation schedules, plans and conducts meetings and workshops relative to these project plans, and communicates project status reporting to all levels of management.
• Develops business relationships and integrates activities with other IT business units/areas to ensure successful implementation and support of project efforts.
• Creates work plans for others and is expected to meet budget and schedule commitments.
• Analyzes processes to support both non-computerized and computerized work-flow,
including recommending technologies that can enhance the effectiveness of the process.
• Provides technical leadership and business expertise on complex projects by evaluating and recommending appropriate development tools.
• Develops procedures to solve problems considering computer equipment capacity and limitations, operation time, and form of desired results.
• Acts as a liaison with other departments, divisions, and organizations.
• Must maintain satisfactory attendance, to include timeliness.
• Responsible for understanding and complying with applicable quality, environmental and safety regulatory considerations. If accountable for the work of others, responsible for ensuring their understanding and compliance.

QUALIFICATIONS

MINIMUM QUALIFICATIONS
• Bachelor's degree in Computer Science, Business Administration, MIS, Mathematics, or Engineering plus 3 years of business systems analysis experience.
• Experience with MS Word, MS Excel and MS PowerPoint.
PREFERRED QUALIFICATIONS
• Master’s degree.
• Experience with Visio and MS Project.
• Experience reading, analyzing, and interpreting common scientific and technical journals, financial reports, and legal documents. Experience responding to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
• Experience defining problems, collecting data, establishing facts, and drawing valid conclusions. Experience interpreting an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
• Experience effectively presenting ideas to executive management via discussions and presentations.
• Experience influencing others.
• Experience resolving conflict as well as managing customer expectations.
• Experience completing assignments that are broad in nature, usually requiring originality and ingenuity. Has appreciable latitude for unreviewed action or decision.
• Knowledge of project management tools.
• Knowledge of principles, practices, and procedures in this field of specialization.
