Manager, Contracts and Programs

VISTA Technology Services, Inc. (VISTAtsi) is currently looking for experienced professionals to join our team as Managers in the following locations:

Ft Worth, TX;

Austin, TX;

Albuquerque, NM;

Little Rock, AR;

New Orleans, LA.

In this newly created position, you will provide on-site project and contract management oversight for a variety of construction and service projects for federal civilian agencies. Monitor project budgets, contractor performance, spending profiles, and agency contract priorities. Provide escalation and issue resolution assistance, and reporting at a program level when individual projects are part of a larger initiative. Develop project reports for a variety of audiences including contract and client staff. Review statutory requirements governing federal spending and provide applicable advice to the relevant federal agency offices. Assist the client with defining project and program objectives and oversee quality control throughout the project life cycle and liaise with project stakeholders on an ongoing basis.

Successful candidates will have an undergraduate degree and should have five or more years of relevant experience. Examples of relevant experience/knowledge include: project budgeting and estimating; leading multi-disciplinary project teams and in managing concurrent projects; managing construction operations or facility maintenance and sustainment, quality measurements, and quality reporting.

Excellent oral, written, and presentation communication skills are required. Experience with project budgeting, estimating and reporting is required. Must have ability to analyze complex tasks/problems and determine solutions. Must be able to work independently and be self-directed. Working knowledge of GSA and Federal contracting policy and procedures is a plus. PMP, CAPM or AICP certifications a plus.
