Engineer II/III-Planning  Job Description: This position is in the Wireless Current Planning department and will focus on providing technical and financial/budgetary support to Alltel's RF Engineering group. This position requires a great deal of interaction with other Wireless groups such as Long Range Planning, Project Engineering, Network Operations, and Capital Management. An Ideal candidate will have the opportunity to combine his/her technical and financial knowledge (CapEx, OpEx, NPV, depreciation) in making network related decisions.
Education and Experience: College degree in Engineering or a related field and 2-4 years professional level experience; or 6+ years professional level related Engineering/Technical experience; or an equivalent combination of education and professional level related Engineering/Technical experience required.
Principle responsibilities include: 1. Review and provide technical support to the RF department for all capacity and quality cell site build plans. 2. Understand and use RF capacity forecast models and provide alternative solutions that create cost savings and defer capital resources prior to network exhaust. 3. Compile and enter budget line items into JBM/JDE systems during the yearly capital budget cycle. 4. Work with Capital Management and Property Accounting departments to provide direction and support on budgetary and financial issues as related to RF related concepts. 5. Work with Wireless Long Range Planning to understand Alltel's Wireless strategies and communicate this direction to other departments within the Wireless organization. 6. Effective utilization of software tools such as MapInfo and Advanced Excel. 7. Accountable for the accuracy and timeliness of reports and documentation. Ensures that consistent and efficient practices are adhered to. Identifies and resolves quality-related problems. Interact effectively with peer departments to achieve results and meet goals. 8. Strong verbal and oral skills needed to provide executive level network configuration and budget presentations to Alltel's management team.
Preferred Skills: 1. Advanced understanding of Cellular Communications concepts and RF functionality in the areas of CDMA IS-95/2000 and EV-DO, GSM, TDMA/AMPS, CDPD systems, frequency planning, CDMA spectrum bandwidth, etc. 2. Advanced knowledge of wireless RF components, BTS, cell site and radio configuration on the various BTS platforms. 3. Traffic engineering concepts such as traffic profiling, forecasting methodology. Statistical and Radio analysis concepts such as formulas used for monthly performance benchmark, etc. CDMA multiple carriers deployment strategies. 4. Fundamental knowledge of wireless switching components, HLR/SHLR, intelligent peripherals. Interconnect components such as DS1, DS3, SS7, DTMF, Fiber, Copper, Microwave, etc. 5. Ability to track, prioritize and complete multiple projects simultaneously. Current knowledge of the economical and technological developments in the cellular industry. Ability to understand and incorporate new technologies such as CDMA, EV-DO, LTE, WiMAX, Mobile VoIP, IMS, etc. into existing engineering models. Ability to develop multiple best-cost solutions for problem situations. Knowledge of software tools such as Map Info, Excel, Visual Basic, Mentor, Oracle & SQL.
