Director, IT Strategy, Planning, and Portfolio Management
In this highly visible, senior leadership role, you will be responsible for the coordinating the IT strategy, planning, and portfolio management of major IT initiatives within OptumHealth Specialty Benefits. You will work closely with other members of the OHSB IT Leadership Team to ensure that the IT strategy supports the business strategy, perform release planning and management for the major initiatives for the upcoming year, and monitor program execution throughout the year. You will serve as the primary point of coordination for OptumHealth and UHG IT corporate initiatives that require support from OHSB. You will also work closely with senior-level business leaders to coordinate activities for the OHSB Steering Committee and other line of business Subcommittees.
Core responsibilities will include:
- Manage complex IT programs and projects related to the OptumHealth Specialty Benefits line of business.
- Manage multiple project/project managers as needed in a large, matrixed environment
- Ensure adoption of industry-standard program/project management processes and disciplines, using the PM Book of Knowledge (PMBOK) as a guide
- Develop and lead a program management office (PMO) to monitor and report progress on all IT programs and projects within the OHSB portfolio
- Define project management processes and policies, and educate the IT organization and business area stakeholders to use them
- Execute standard project management protocols/methodologies on enterprise-wide initiatives to ensure successful results
- Facilitate system integration activities for large-scale, inter-segment projects
- Develop schedule, resource, and budget estimates for multiple initiatives, monitor progress against plans, develop lessons learned based on results, and incorporate lessons learned into future estimations
- Build/cultivate relationships with lead points of contact in each business and IT area
- Facilitate dialogue (as needed) across areas in order to ensure the capture and realization of business benefits from projects

- 6 plus years of Program Management and/or Portfolio Management experience within a large (Fortune 500) enterprise IT environment
- 10 plus years of IT Project Management experience utilizing professional Project Management methodologies in a large enterprise environment
- Leadership experience within the managed care industry
- Demonstrated ability to manage an IT delivery organization including budget and staff management
- Demonstrated ability for tactical and strategic planning with senior level business management
- Experience developing Program Management Offices and project management methodologies
- Experience managing multiple large teams, with experience in hiring, coaching, and ongoing administrative management
- Demonstrated competency managing multiple, large projects simultaneously
- Proven people leadership skills with the ability to influence people to follow sound project management practices
- Comprehensive understanding of enterprise funding and prioritization processes
- Ability to build and maintain trusted relationships with customers / clients
- Demonstrated experience diagnosing project issues and providing proactive project risk management
- Experience effectively communicating project/program missions and objectives
- Active pursuit of PMP (or equivalent industry recognized certification), PMP status preferred
- Proficiency with the MS Office Suite, including advanced MS Project skills
- Proficiency with PlanView or other portfolio management tools preferred
- Excellent written and verbal communication skills
- Bachelors degree or equivalent experience; MBA preferred
