Minimum Experience/Education: Education and Experience: The expected level of formal training for the County Extension Director is a Master's degree from an accredited institution in a field related to supervision and administration.
In addition to the formal education, the County Extension Director must have a minimum of three years of service with Cooperative Extension and must hold or be eligible to hold an appointment at the level of Associate Extension Agent or higher. The individual must demonstrate the ability to plan, organize, and work well with people. Departmental Required Skills: Yancey County is a rural mountain county with a 2008 population of approximately 18,500, up 4.1% since 2000. There are approximately 57 people per square mile. The county seat is Burnsville. Preferred Experience, Skills, Training/Education: Preferred candidates should have demonstrated skills, abilities or experience in the following areas: leadership of Extension programming, supervision of employees, managing human relations, developing effective teams, managing public policy issues, securing and managing external funding resources for innovative programming, managing operating budgets and facilities, and effectively working with people, staff, customers, elected officials and volunteers. Essential Job Duties: The position requires a dynamic individual to provide visionary leadership for a comprehensive Extension program to meet the priority needs of Yancey County, which are consistent with input from advisory and county government leaders. The position serves as the county extension administrative leader with leadership or management responsibilities for office administration, educational program management, dealing with public policy issues, and implementing community development initiatives. The position is responsible for maintaining effective advisory leadership groups representative of all program areas. The County Extension Director provides leadership and expertise in coordinating resource development for all program areas. Responsibilities include accountability and reporting on Extension programs and impacts. The County Extension Director must maintain a strong, collaborative relationship in delivering educational programs with county government's input and support. Also, to meet the needs of Yancey County citizens, the position must network and collaborate with agencies and organizations, county departments, town officials, area agencies, and University and Extension personnel in the nearby counties. The position will be responsible for coordinating staff development and training and maintaining the Affirmative Action Plan of North Carolina Cooperative Extension. Other Work/Responsibilities: The County Extension Director is a member of the faculty of North Carolina State University. The major responsibility of the job is to provide leadership for and coordinate the efforts of the county Extension staff in developing an effective total county Extension education program. Other responsibilities include organizing and allocating resources, marketing the Extension program, preparing budgets, maintaining administrative relationships, interpreting and communicating policy, teaching, evaluating, and reporting in the assigned county. Necessary Licenses or Certifications: Valid Driver's License and reliable, personal transportation required. Valid NCDL required within 60 days of hire and must be maintained.
