Senior Human Capital Advisor to the Strategic Planning Directorate (SPD)

Reports To:
The SPD Project Manager and General Manager of the SPD. Maintains a close working relationship with the Minister of the Interior and staff, the Military Secretary to the President, and United States Security Coordinator (USSC) and staff.
Function:
Provides overall leadership and vision in developing, in concert with the Project Board, the strategic policy for, and direction of, Human Capital development in the PA Ministry of the Interior and PA Security Forces.
Partners with locally employed Palestinian Human Capital professionals and MOI/PASF line leaders to develop appropriate change management, organizational design and development, leadership development, talent management, incentive and performance management strategies, programs, processes and materials to drive overall business performance, increase organization and team capability and support a strong culture of metrics driven decisions, values consistent behaviours and consistently improved performance.
Manages the overall Human Capital Advisory team to ensure strategic and business plans are effectively implemented, the results are monitored and reported to the Project Board, and financial and operational objectives are attained.
Provides strategic advice throughout the PA MOI/PASF - within SPD and the MOI functional areas - to ensure the Program aligns its Human Capital to achieve its strategy and objectives. Builds relationship with key staff to support individual development throughout the PA MOI/PASF.
Strategic Planning Directorate Business Description

Strategic Planning Directorate (SPD)

Duties:
The SPD is to be established as a functioning organisation which directly supports the MOI and deals with all national-level Strategic Security matters, is capable of supporting security policy development, and the Instructional development of the MOI; When operational, the SPD is to become the strategic forum where all security issues can be addressed until the MOI is capable of providing this capability itself. The SPD is to perform the following functions to support strategic security decision-making:
a. Analyzing Strategic Security options.
b. Developing Strategic Security courses of action.
c. Developing Strategic Security plans.
d. The SPD is the Security Sector Reform (SSR) counterpart to the USSC.
Key Authorities and Responsibilities:
A.
General Functions
1. Design and manage the implementation of the PA MOI/PASF Human Capital Strategy in accordance with the Program's strategy and objectives.
2. Turn the first year of the strategic Human Capital strategy plan into a detailed operating plan and budget for the PA MOI/PASF.
3. Develop annual capital commitment and capital expenditure budgets for approval by the Project Board as it relates to development of the Human Capital system and team.
4. Design, build and continually improve the PA MOI Career Development Competency Model and System for both the PASF and the MOI as an institution, based on, but not limited to existing legacy components.
5. Provide support to MOI/PASF in Talent Management/Succession Planning and ongoing targeted development solutions for leaders derived from the Program's objectives.
6. Support ongoing assessment of the organization and its performance to design and implement improvement initiatives.
7. Design and support implementation of the necessary change management/transformation initiatives within component elements of the PASF to facilitate successful Human Capital development.
8. Participate in key Program meetings to ensure best practice change management practices influence the structuring and implementation of activities .
B.
Strategic Advisory
1. Advise and support Program leadership to ensure broad understanding and ownership of the Program's strategy and objectives within the PASF and the MOI as an institution.
2. Collaborate with Training and Development professionals to design, develop, facilitate, deliver and assess targeted development responses to business planning and performance issues/opportunities
3. Collaborate with Legal Advisor to develop "Values and Standards" guidelines.
4. Collaborate with Strategic Communications to ensure appropriate methods of communication, content and timing with internal stakeholders.
5. Advise MOI related structures on efficient HR processes (including recruitment, personal file administration, payroll delivery options, etc) that delineate strategic and administrative responsibilities.
6. Advise Finance Advisor to support the development of performance based compensation models.
C.
Staff Development
1. Monitor and analyze data and trends within the organization to identify potential opportunities, needs, and issues that potentially could impact business and people performance results.
2. Serve as the R&D resource to contribute to the development of new and improved concepts, content, processes and materials that support initiatives in organization architecture, strategic business planning, team effectiveness and leadership learning and development
3. Serve as a resource for individual, team and organizational planning and coaching within the MOI as an Institution.
4. Provide career counseling for key advisory and PA MOI core staff within the SPD and MOI (as required) with formal mentoring plans, contribute to the enhancement of all internal and external coaching initiatives

Position Requirements and Qualifications
Experience:
10-15 years combined experience in Organization Development, Industrial Relations, HRD, Human Resources, Business and/or Consulting.
Proven track record of designing and implementing practical leadership programs and solutions.
Proven consulting skills from assessment through implementation.
History of quickly building relationships, gaining credibility, partnering with business leaders and HC colleagues.
Qualifications:
Masters/Advanced Studies in Industrial/Organizational Psychology, Organization Development or related field of experience is preferred.
Skills:
Strong business and financial acumen with experience in measurement, data analysis and interpretation.
Track record of positively influencing at all levels within an organization.
Ability to lead and work effectively within teams and across the organization.
Excellent consultative, interpersonal, communication and presentation skills.
