Broad Scope of Position: The Director is responsible for the administration of several USDA nutrition programs as well as other supporting state nutrition programs. The Director is responsible for supervision of the Child Nutrition Program Management Team and oversees budgets related to federal and state funding. The Director formulates, interprets and implements state and federal statutes, rules and regulations aimed at improving the quality of child nutrition and education in school districts, charter schools, the Charter School Institute. The Director reviews legislation and provides recommendations regarding its impact on educational programs, prepares reports, and conducts statistical and program analyses. The Director provides leadership and expertise in planning, developing, promoting, implementing and evaluating child nutrition programs. Preferred Experience/Knowledge/Ability: Displays strong, dynamic leadership; Demonstrates excellent verbal and written communication skills; Ability to build a team of highly functioning staff; Ability to develop and implement standard operating procedures; Ability to manage multiple projects at the same time and meet deadlines; Ability to understand the legislative process as it relates to the department and its partners. Proficiency with office software applications (word processing, spreadsheets, PowerPoint); Ability to learn other custom software applications including web based systems and nutrient analysis; Experience in government regulation implementation; Ability to work with diverse public audiences and colleagues and participate as a client oriented team player, placing focus on needs of customers; Ability to convey required corrective action while maintaining a positive working relationship.
Minimum Qualifications:
1. Eight years experience in administration of a federal child nutrition program or equivalent at state or local level (preferably school district related) 2. Five years of successful supervisory experience 3. Bachelor of Arts/Science Degree in Related Field 4. Masters in Business/Organizational Management or related field, preferred
Major Duties and Responsibilities:
1. Models integrity and character in behavior, leadership, decision-making and work ethics. 2. Manages all Child Nutrition Programs administered by CDE; determines program goals and objectives. 3. Work to form a strong partnership between the CDE Nutrition Unit and the school programs to provide the best possible programs for children; active in state and national school nutrition associations. 4. Sets goals, establishes priorities, manages resources, and develops concepts and approaches, reviews project progress and results; makes management decisions. 5. Provides support to school districts, schools, and other entities through proper and timely training opportunities, inclusion in rule making processes including ample notice for implementation, clear and timely communication efforts and responses to inquiries. 6. Prepares and monitors unit or program budget including revenues, expenditures and budget projections, etc. 7. Supervises personnel including: hiring, determining workload and delegating assignments, monitoring and evaluating performance and initiating corrective or disciplinary actions while maintaining a positive work environment, promoting team building, providing appropriate opportunities for professional development and shared vision and decision making. 8. Represents the department with federal, state, and local government units, media, other agencies, and private organizations. 9. Facilitates/Chairs work groups, technical assistance teams made up of school food service directors as support for all school districts in continuous improvement efforts with emphasis on healthy foods. Creates a positive environment, evaluates group processes, and recommends solutions or alternatives to issues as they arise. 10. Collaborate with others, honoring opinions, listening, valuing diversity, respecting others; establish and maintain effective working relationships with others that promote trust and respect. 11. Other duties as assigned by Assistant Commissioner.
