Performance Responsibilities
Under general direction of the Director of Personnel Services, to independently perform a variety of professional, technical and analytical human resource functions; utilize independent judgment to provide technical assistance to staff and the public; train and provide lead work direction to the overall Campus human resource programs and services; serve as a campus human resource liaison, coordinate communications and information, and analyze and resolve complex personnel issues; oversee and participate in the preparation, maintenance and updating of a variety of manual and automated personnel data, reports and files.

ESSENTIAL DUTIES:
a. Coordinate, oversee and participate in specialized human resources activities in support of employee processing, personnel records and employment documentation; review, process and analyze personnel documents, transactions and requests; assure assigned human resources functions comply with applicable standards, requirements, laws, rules, regulations, practices, policies and procedures.
b. Interpret and apply policies, procedures, codes and regulations relating to Human Resources programs.
c. Serve as a liaison and coordinate communications, projects and information related to assigned human resources functions between the campus personnel office, District human resources, payroll, administrators, and various campus divisions; investigate, analyze and resolve related personnel issues in a proper and timely manner.
d. Research, compile, evaluate and verify a variety of complex personnel data and information; oversee and participate in the preparation, maintenance and processing of personnel data related to new hires, employee information, status, changes, assignments and other documents and information; insure proper completion of employment forms and documents; prepare a variety of specialized and complex administrative reports.
e. Coordinate and participate in inputting and updating a variety of personnel data in an assigned computer system; establish and maintain automated records and files; initiate queries, develop spreadsheets, and generate various computerized reports and documents; assure accuracy of input and output data; coordinate with District human resource and payroll staff in personnel data and information processing and reporting.
f. Provide technical assistance to other campus human resources employees.
g. Provide information and assistance to employees and the public regarding campus human resources policies and procedures; communicate with appropriate departments for a variety of requests.
h. Participate in a variety of human resources actions, activities, and committees as directed; attend various meetings as the campus human resources representative.
i. Maintain, update, receive, and/or process a variety of documents which may include employee evaluations, schedules, sabbatical requests, retirement/resignation letters, tenure reports, position vacancy requests, absence reports, etc.
j. Interpret agreements and contracts; assist in the research and preparation of documents and information relating to collective bargaining activities and administration of agreements.
k. Support, implement and promote compliance with the District's Equal Employment Opportunity Plan in all aspects of employment.
l. Review human resource actions for compliance with policy, budgets and plans; assist administrators in proper and timely completion of paper work for a variety of human resource activities.
m. Remain current in legislation, practices, and procedures that impact the human resource programs of the Campus.
n. Serve as the subject matter expert in campus personnel processing.
o. Prepare and maintain timelines for on-going projects.
p. Train and lead Campus Human Resources staff.
q. Operate a variety of office equipment including a calculator, copier, fax machine, computer and assigned software.
r. Perform related duties as assigned.

Minimum Qualifications:

Faculty/Educational Administrators complete the Equivalency Application only if you do not meet the minimum qualifications for the position you are applying to, and you wish to be considered.

Knowledge of:
1. Principles and practices of human resources administration and employee relations.
2. Modern office practices, procedures, and equipment.
3. Principles of training and providing work direction.
4. Computerized data collection, management, manipulation and distribution requirements for analysis and reporting functions.
5. Labor relations, bargaining unit contracts and salary schedules.
6. Record keeping techniques.
7. Professional business letter composition and report preparation.
8. Applicable sections of Education and State codes and other laws regarding human resources activities.
9. Interpersonal skills using tact, diplomacy, and patience.
10. Operation of office machines including computer equipment and specified software.
11. English usage, spelling, grammar, punctuation, vocabulary, and arithmetical processes.

Ability to:
12. Use independent judgment and take initiative in solving problems.
13. Establish priorities; plan, coordinate, and organize work; complete assignments with limited supervision while meeting deadlines.
14. Collect, compile, and analyze information and data for records and reports.
15. Communicate effectively both orally and in writing.
16. Learn and apply rules, regulations, policies and procedures related to human resources; assure compliance with State and Federal regulations and guidelines and District policies and procedures.
17. Maintain records and independently prepare a variety of reports and correspondence.
18. Work confidentially with discretion.
19. Serve as a liaison, coordinate communications and information, and analyze and resolve complex personnel issues.
20. Oversee and participate in the preparation, maintenance and updating of a variety of manual and automated personnel records, reports and files
21. Analyze situations accurately and adopt an effective course of action.
22. Learn and apply Campus and District organization, operations, policies and objectives.
23. Provide information and assistance to employees and the public.
24. Train and lead human resources staff.
25. Establish and maintain cooperative and effective working relationships with others.
26. Promote and encourage a sensitivity to and understanding of the diverse backgrounds of the District community.

Education and Experience:
27. Equivalent to an Associate's degree form an accredited college or university.
28. Five years of human resources generalist experience.
29. Or, any combination of education and experience that would provide the required equivalent qualifications.

Desired Qualifications
1. Experience in multiple functions of an HR office: recruitment, employment, compensation, employee records, benefits (including disability and medical leaves), employee relations, workers' compensation

2. Experience in an educational setting with a strong understanding of shared governance, Labor contracts, faculty compensation.

3. Experience in a management, supervisory or lead role providing training, oversight and distribution of duties and responsibilities, and ability to implement and manage deadlines and priorities.

4. Ability to interface with all levels of an organization, from faculty and staff, to Administration.

5. Excellent customer service skills with ability to work under pressure.

Conditions of Employment
This is a regular full-time, 12-month per year position. The normal hours of work will be 8:00 a.m. to 5:00 p.m., Monday through Friday. The effective date of employment will be arranged with the supervisor.

1. Describe your work experience in a lead role. What assignments/projects have you overseen and what training have you provided to other staff members on various HR functions. Please specify those functions and duties in detail.

2. Give specific examples of all functions of HR in which you have had experience, including recruitment, employment, compensation, payroll, benefits (leaves of absence, disabilities, workers' compensation), employee relations and any other areas of the HR function.

3. Give specific information of your knowledge and experience working with Labor Contracts, specifically experience with Faculty contracts in a community college setting. Give specific examples of how you applied this knowledge to providing employment and compensation related guidance to Deans, Faculty and other Administrators.

4. Explain your knowledge of faculty loading and how it fits into the compensation structure for faculty pay. What are the most important details to identify in the loading process, and what do you do with that information.

5. This position will provide the HRIS/Banner expertise for the department. Give specific examples of reports you have run and what you did with those reports. Give examples of how you have run reports in the past and analyzed them to provide information for your department or organization.

6. Have you ever had to provide leadership in the absence of your director or manager. Give a specific example of how you provided knowledge and expertise, and what was the outcome of the situation.

7. Provide specific examples of laws, rules and regulations affecting human resources programs that you have had to review, research, analyze and apply to a particular challenge you encountered.

8. Give an example of how you have had to collect, organize and analyze information and relationships of data and establish requirements and timelines using such material.

9. Give examples of how you have had to communicate effectively both orally and in writing in order to provide training and assistance to Human Resources staff. Give examples of preparing instructions, formal reports, training materials and other correspondence.

10. Give specific examples of how you have learned and applied rules, regulations, policies and procedures related to personnel.

Pay Philosophy
Starting salaries for support staff positions begin at Step-1 of the salary range. Employees hired prior to April 1 of each year will move to the next step on the upcoming July 1. Employees hired on or after April 1 of each year will move to the next step the following July 1. All movement on the salary schedule will occur July 1 of each year for all classified employees.

Benefits:
The District provides a comprehensive benefit program effective the first calendar day of the month following the first day of regular employment. Dental and vision care plans for employees and dependents, and life insurance and income protection plans for employees are fully paid by the District. A variety of medical plans covering employees and their dependents are available, with the District paying the major portion of the cost. Other liberal benefits include, on an annual basis: vacation, 12 days the first year; sick leave, 12 days; holidays, averaging 12 days. Employees participate in both the Public Employees Retirement System and Social Security.
