Functional Description: Primary Duties and Responsibilities - Responsible for the planning, development, implementation, training, and management oversight of automated project control processes, policies, and tools throughout the Federal Solutions organization. Project control processes are inclusive of the following
- Project baseline development and management (including scope, cost, and schedule)
- Project data analysis, variance analysis, and report formats in support of contracts
- Forecasts of financial, operational, and service delivery data components
- Earned Value Management methods and key performance indicators
- Risk Management techniques including Qualitative and Quantitative Risk Analysis techniques and the management of project risk reserves
- May include the developing manual and automated interfaces between various company systems and customer deliverable portals
- Must be an expert with project control techniques and project management software, including
- Developing and maintaining Work Breakdown Structures (WBS), Organization Breakdown Structures (OBS), and Program Work Breakdown Structures (PWBS) and related dictionaries
- Developing and analyzing complex project schedules, critical path methods, Gantt Charts, and Resource Loaded Networks (RLNs)
- Earned Value Management and the ability to analyze trends
- Federal Government standards relative to project financial reporting
Scope - Serves as mentor and authority on project control methods throughout Federal Solutions. Expectations include the transformation of current project control methods into best practices and Federal compliant methods.
Job Complexity - May be involved in nearly every large complex contract Federal Solutions pursues. Problems with project control on large projects may be very complex requiring advanced thought leadership for solutions. Also, transforming current project control methods to future best practices will be challenging.
Interaction - Will interact with senior management as the subject matter expert and will be tasked with the improvement of project control methodology throughout the organization.
Supervision - May or may not be assigned direct reports. However, the ability to negotiate and influence distributed teams through a transformation is critical
Education and Typical Years Experience Bachelor’s degree in Business Administration or related discipline along with 8 years of related experience. Special Requirements Must have a Project Management Professional, PMP credential. Additional experience will be required for those who do not have a degree or the PMP credential. Experience must be relevant to project control and/or project management disciplines. Location This candidate will be working at the 8260 Willow Oaks Corporate Drive Fairfax, VA ACS office.
