Job Description
• Assist in developing annual spend/obligation plans
• Analyze the performance of funding allocation for the organization
• Track expenditures and ensure program activities align with the approved obligation plans
• Use the financial management system to extract financial data for statistical development and the development of executable plans
• Establish procedures and processes to facilitate communication and coordination with other organizations
• Use agency and Office of Management and Budget (OMB) guidelines to compile data in formulating the organization’s current and future-year budgets
• Provide strong organizational and strategic planning skills to support policy development, planning activities, training, and continuity plan development
• Support planning and budgeting activities to ensure consistency between the programming activities and execution of the spend plan
• Assist with problem definition, planning and coordination efforts
• Assist in the integration of strategic program management capabilities related to planning, programming and budgeting/execution activities within the organization
• Provide task management support for coordinating work elements with other organizations
• Provide highly developed, critical thinking, and technical writing skills
Educational and Experience Requirements
• Bachelor's Degree required. Graduate degree desirable
• 12 years of relevant specialized experience
• Top Secret level clearance
• Strong understanding of the federal budget process, including budget and financial management principles
• Strong analytical skills
• Strong technical writing skills
• Strong oral and written communication skills
• Exceptional interpersonal skills
