Sr. Data Consultant

DEPARTMENT: Division of Research

SCHEDULE: Full-Time Regular, 40 hours per week. Day shift. Scheduled days and hours are contingent upon departmental needs. (This position is expected to continue for 2 years work or pending continuation of grant/contract funding)

Note: This position will be filled as a Data Consultant and/or a Senior Data Consultant (the highest level) depending upon qualifications.

EDUCATION/LICENSE/CERTIFICATION:

Masters degree in economics, finance, health care administration, public health administration, statistics, mathematics, operations research, or related field required, or equivalent Bachelors degree and work experience in lieu of a Masters degree.

JOB SUMMARY:

Under general supervision, this position exists to assist the organization in making strategic data-related decisions by analyzing, manipulating, tracking, internally managing and reporting data. This position takes an active leadership role as both as a consultant and as a high-level SAS programmer

QUALIFICATIONS:

1.Five or more years programming in SAS required. Experience with SQL, macros, AF, and SASGRAPH, PROC Report and statistical procedures in SAS preferred.

2.Experience with analytical manipulation and interpretation of large databases required.

3.Typically five or more years of related analytical consulting experience, healthcare experience preferred. Broad familiarity with medical practices, especially population management and process and outcomes measurement. Project management experience strongly preferred.

4.Experience with MVS/TSO operating systems required. Knowledge of JCL strongly preferred. Microsoft Office skills required.

5.Exceptional analytic and critical thinking skills, writing skills, communication skills, consulting skills, and ability to work within a team. Ability to express complex analytical and technical information to senior management or to audiences with clinical training. Must be an independent self-starter.

6.Proven leadership in consulting and, for some areas, project management. Must exhibit efficiency, collaboration, candor, openness, and results orientation.

Must be able to work in a Labor/Management Partnership environment.

PREFERRED QUALIFICATIONS:

Experience in a healthcare or research environment. Knowledge of Kaiser Permanente regional data sources and computing environments. Broad familiarity with medical practices and terminology. Proficiency with statistical methods commonly used in health research. Experience with developing ACCESS applications with VB frontend scripting and SQL-server back end databases. Experience with UNIX and Oracle or other relational databases. Familiarity with metadata tools and concepts.

DUTIES:

1.Leads, makes significant contributions, and/or provides technical leadership to high visibility projects to identify and resolve issues of strategic importance to the organization. Interfaces regularly with senior management to produce timely and valuable results.

2.Directs the development of outcomes and process measures, including technical specifications, to enable population measurement, guideline implementation, and evaluation.

3.Builds and maintains complex statistical SAS routines using macros, vendor software, and software written by self and others. Tests and maintains data integrity across multiple databases (internal SAS, DB2, VSAM; external: Adobe, Excel, SAS parsing routines, COBOL). Builds sophisticated statistical models and forecasting tools using these databases. Designs and enhances databases. Designs menu systems that are effective and user-friendly. Develops reports with accurate, easy to read, useful information that satisfies the client's needs. Designs and generates tracking and monitoring tools.

4.Designs research plans for data gathering and analysis; participates significantly in interpreting analyses and developing action plans accordingly.

5.Defines and frames complex multi-dimensional healthcare issues and develops time tables/processes for decision making. Translates needs, issues, and ideas into effective strategies and action plans. Formulates specific implementation plans and evaluates the effectiveness of actions/programs implemented. Develops creative alternative solutions.

6.Works closely with IT and outside partners (and physicians for TPMG departments).

7.Sets the strategic direction of projects. Determines goals and priorities with team, clients, or project management sponsors (when appropriate). May coordinate team/project activities and schedules. May establish team membership and project participants, provide leadership to multi-disciplinary project teams, as well as manage work of outside consultants when used.

8.Communicates results/recommendations to project sponsors, clients, and various senior level audiences (including physicians for TPMG departments).

9.May participate in the development and management of the department, including coaching and recruiting for consultants/analysts and other departmental activities.

OTHER DUTIES:

The incumbent provides data management and programming support for the Research Program on Genes, Environment and Health (RPGEH) in the Kaiser Permanente Division of Research (DOR), a nationally-recognized center for health research in Oakland , California . The RPGEH is a wide-ranging program of epidemiologic research exploring the interactions of genetic and environmental influences on human health. A major component of the RPGEH is the assembling of a very large biorepository, with the ultimate goal of storing the DNA of 500,000 of our Northern California Healthplan members. Specific duties may include:

· Lead efforts to integrate data from diverse KP and RPGEH sources into a consolidated repository.

· Provide data standardization for collaborative use of RPGEH data

· Develop and maintain metadata for RPGEH data

· Consult to researchers concerning the availability and appropriate interpretation of KP and RPGEH data.

· Conduct statistical analyses and create tabular & graphical reports.

· Provide data extracts and analytic datasets for collaborative studies

· Design and build participant tracking systems for biospecimen collection and management

· Perform other programming, analytic or consulting duties as required.
