Job Description:
Lead of the Command, Control System (CCS) Integrated Product Team (IPT), one of the Ground Segment IPTs for GPS OCX.
The CCS IPT Lead has overall cost, schedule and resource responsibility for the CCS development over the life of the GPS OCX capture and program. Provides leadership, guidance, programmatic direction and timely decision-making for all CCS matters. Must be able to build, motivate and lead a multi-discipline team to develop a balanced and successful product. Provides work scheduling, resource management, and status reporting to meet development milestones. Acts as an advisor to subordinate supervisors or staff members to meet schedules or resolve technical or operational problems. Ultimately responsible for all TDBOE development, staffing estimates, budgets and schedules for the CCS IPT. Approval authority for policies and procedures relating to CCS IPT, and participates with other top managers on the Ground Segment IPTs to develop and establish other cross-segment policies and procedures. Accomplishes goals and objectives through skillful management of subordinate supervisors and team members. Serves as the principal programmatic spokesperson and final decision-maker for the CCS IPT, interfacing on a daily basis with the other Ground Segment IPTs including Team mates and other contractor personnel and customer representatives. Must be able to work in a very diverse environment made up of Raytheon, team mate, contractor and customer personnel.
Will act as the Function Section Manager for Systems Engineering personnel on the CCS IPT and will report directly to the Systems Engineering Department Manager in this role. Must be a self-starter -- proactive in determining goals and objectives and pursuing the necessary course of action. Must have a current active SECRET clearance.
Required Skills:
-10+ year experienced systems engineer with recent experience on a large-scale software development program -Recent experience with development of large-scale satellite command and control systems -EVMS Level II certification -CAM experience, particularly earned value, cost and schedule tracking -Experience with Risk and Opportunity management -Experience in planning, organizing, managing and leading software development efforts. -Ability to work with a geographically dispersed engineering team. -Experience with the Microsoft Office suite of tools (e.g. MS Word, MS Excel, MS Project, MS PowerPoint) -Travel required -Overtime required -Current active DoD SECRET clearance
Desired Skills:
* Command, control and communication background * Raytheon PM certification at Level 6 * Proven ability to build and lead a team * Experience with process development and deployment * Raytheon Six Sigma Specialist. * Familiarity with organizations operating at SEI-CMM Level 3; CMMI experience preferred.
Required Education(including Major):
B.S./B.A. in Aerospace Engineering, Systems Engineering, Logistics Engineering, Electrical Engineering, Computer Science, Mechanical Engineering, Physics, Math.
