ASSOCIATE DIRECTOR OF PLANT & UTILITIES
PURPOSE:
Responsible for managing electrical, engineering, plumbing shops and campus central plant, and serves as campus Energy Manager. Manage tradespersons to support central plant and ensure continuous operation of utilities. Responsible for approval of utility invoices and monthly preparation of campus energy/utility reports. Coordinate consultants, contractors and special services for utilities and central plant systems and other services as required; prepare estimates and proposals for maintenance and/or repair projects. Represent campus for regulatory inspection functions, project management, with all utility vendors, and system-wide energy managers group. Provide campus-wide leadership in energy reduction and sustainability efforts.
GENERAL RESPONSIBILITIES:
Manage operation, maintenance, repair, and renovation of central plant facilities, building HVAC, building power systems, building plumbing systems and utilities distribution systems (including, but not limited to chilled and hot water distribution systems, steam systems, potable and reclaimed water distribution, storm water and sanitary sewer systems, natural gas, electrical and telecommunication distribution systems). Responsible for compliance with all utility contracts. Supervise staff and provide direction related to maintenance, repair, renovations, construction, design or evaluation of building utilities, utilities distribution and Central Plant facilities. Identify and assign tasks to appropriate trades. Ensure continuous operation of all campus utility systems. Determine fiscal requirements for assigned projects and plant improvement programs as assigned. Manage and account for assigned funds and budgets. Prepare facility maintenance schedules and operational reports as may be required to properly note plant operating status. Coordinate records of permits to operate pressure vessels, fuel use, elevators. Manage energy consumption, define and implement energy conservation measures. Approve the invoices for timely payment. Oversee collection of utility data and explain any variations or anomalies. Prepare all campus energy/utility reports. Perform employee counseling, scheduled performance evaluations, and provide professional development for staff. Manage personnel actions to ensure that applicable policies and union contracts are followed. Develop a thorough knowledge of CSU Systemwide standards. Work closely with Chancellor's Office Energy Program Manager. Actively participate in UC/CSU/IOU Energy Efficiency Partnership. Perform other related duties incidental to the work described herein or as may be assigned by the Director.
REQUIREMENTS OF POSITION:
Education: Bachelor's degree in engineering or equivalent combination of education and experience.
Knowledge: Possess a thorough knowledge of plant operations, facilities maintenance and operations, energy use reduction methods; thorough knowledge of computers and software programs. Supervisory experience required.
Abilities: Ability to analyze technical problems related to facilities and utilities and develop cost effective solutions. Ability to analyze plans, specifications and technical reports and evaluate for conformance with campus standards, accuracy and completeness. Ability to prepare status reports, cost estimates and project schedules; and effectively represent OPC in meetings with other departments, contractors, vendors and other governmental agencies. Must be able to work independently, provide effective leadership and supervise building trades personnel, and other staff. Must be goal oriented with excellent communications skills and the ability to work effectively in a collaborative fashion. Must possess interpersonal skills in order to interact and communicate effectively with all management, staff, faculty, co-workers and community representatives. Must interpret a wide variety of written rules and regulations. Ability to successfully complete the Defensive Driver Training Program; must have the ability to provide proof of eligibility to lawfully operate a motor vehicle in the state of California. Must be able to accommodate a work schedule that varies according to operational needs which may include evening and weekend hours. This position requires full range of motion and a variety of movements necessary to perform strenuous manual labor, including but not limited to lifting and moving moderate sized equipment up to 50 lbs, bending, climbing, reaching, and applying force; work may involve exposure to hazardous materials.
Experience: Minimum of five years experience in maintenance and operations of a central plant facility. Minimum of two years of supervisory experience is required. Energy management experience preferred.
SALARY RANGE:
$6000- $8000/month
