GENERAL SUMMARY

Providence Health & Services is recruiting for the replacement position of Housing Director, Providence Blanchet and Providence Rossi Houses (Job #56969, full-time, exempt). Located in Centralia, Washington, the Housing Director, in collaboration with the System Manager, Supportive Housing, is responsible for the day-to-day management and operation of a supportive housing program for 35 low-income elderly residents, insuring the provision of a safe and habitable environment and operating the facility in compliance with regulations established by the U.S. Department of Housing and Urban Development (HUD) and State and Federal law (e.g. Landlord/Tenant laws and Fair Housing Act). The Housing Director will establish and maintain relations with various agencies and service providers in the area and maintain their knowledge of available services in order to connect residents to needed community resources including but not limited to administration and staff at the Providence Centralia Hospital and the Southwest Washington Service Area.
The Housing Director is responsible for and will be evaluated upon his or her ability and performance in six discrete areas:
1. Mission and Core Values: Seek to demonstrate compassion and respect in every engagement with residents, employees, contractors, vendors, guests, etc. Exercise decision making and leadership that seeks excellence including thoughtfulness about stewardship and the responsible management of resources. Demonstrate thoughtful, collaborative and communicative discernment and balance in the weighing of difficult decisions, particularly as they might affect the well-being of individual residents and/or the community.
2. Accounting/ Business Practices: Manage property in a manner consistent with accepted business and accounting practices and principles. Demonstrate good judgment, care, organization, and strategic planning regarding expenditures and the development and management of budgets. Submit bookkeeping, monthly reports, deposits, invoices, accounts payable, etc. in a timely fashion. Maintain complete and coherent records and files of all transactions.
3. Compliance: Manage property in accordance with regulations, policies and procedures governed by the United States Department of Housing and Urban Development, federal and state Fair Housing law, Americans with Disabilities Act requirements, PH&S Supportive Housing policies and procedures and any other applicable state and/or municipal requirements including but not limited to State Landlord/Tenant laws. Enter and maintain accurate and timely OneSite (tenant management software) data including wait list and facilities.
4. Physical Plant: Ensure that the physical plant including all common areas, landscaped areas and tenant units are always clean and well-maintained. Supervise, update and ensure execution of a comprehensive Preventative Maintenance Schedule. Ensure timely and quality completion of work order requests. Ensure adequate security of the premises and appropriate controls over keys and access. Ensure full compliance with state and local community requirements for testing including but not limited to elevator, alarms, water, etc. Make efforts wherever possible to ensure green principles are practiced and every effort is made to conserve energy.
5. Supervision: Promote and ensure a work environment that is professional, competent, responsible, developmental and consistent with the highest professional and ethical standards. Provide and ensure opportunities for growth, training and career development. Provide consistent, timely, balanced and credible feedback to employees and contractors in the interest of preserving motivation and improving performance. Ensure employees and contractors are exposed to the Mission, Core Values and heritage of the Sisters of Providence and Providence Health & Services.
6. Resident Relations/ Community Development: Document, confront and seek appropriate resolution of lease violations in a manner that is developmental, consistent and fair. Promote resident ownership and involvement through the organization, support and maintenance of a resident association. Promote a community of engagement and learning through social, educational and recreational programming. Employ conflict mediation techniques and foster resolution of tenant disputes. Engage the greater community through participation in a minimum of one community-based organization or effort.
Minimum requirements for consideration include a Bachelor's Degree in Social Work, Nursing, Business Administration or a related field, or the equivalent. A minimum of two years experience in a housing, social service or health care organization or work with elderly and /or disabled is required. The Housing Director must be capable of successfully completing the course for Certified Occupancy Specialist (either Quadel or NCHM) and obtaining certification within the first year of employment. The Housing Director must have personal values compatible with those of Providence Health & Services and be comfortable administering a Catholic sponsored organization, as well as working knowledge and understanding of the trends and changes taking place in housing and community services and their implications, and working knowledge of aging issues. Prior experience in effective supervision and effective management of staff is desired.
