Executive Director, National Facilities Services, Mid-Atlantic States


The Executive Director National Facilities Services (NFS), MAS provides strategic management, technical and administrative support for facilities planning, design and construction; operations, maintenance and clinical technology; real estate and property managment. The Executive Director NFS Operations, MAS has dual reporting to the Executive Director, NFS Operations for the Regions outside of California (ROC) and the Regional Vice President of Operations. The executive director will draw upon the services of the national technical and administrative support functions for Strategy Planning and Design, Project Operations, Clinical Technology Maintenance Operations, Real Estate, and Training/Administration/Systems.

Essential Functions:
Facilities Planning, Design and Construction:
- Coordinate facility planning activities between regional and national planners.
- Direct the regions and/or service area teams in the design and construction of projects in accordance with national objectives and policies.
Maintenance Operations:
- Direct the ongoing property management and maintenance of facilities to assure continued functionality of capital assets and usefulness of buildings, grounds and equipment.
- Develop and oversee the implementation of a systematic plan and integrated budget (both capital and operating) for engineering and maintenance service needs for clients, buildings vehicles, equipment and grounds to assure preservation of the Program's physical assets, continued safety, effectiveness and functionality.
Clinical Technology:
- Ensure that medical devices are available and safe for use.
- Administers Region-wide comprehensive and cost effective maintenance service program for all of the medical devices and associated systems and interconnectivity of those systems.
Real Estate:
- Ensure property is available for the development of facilities as specified in the capital plan and by operating requirements.
- Ensure effective evaluation of site options, environmental assessments, interface with regulatory agencies, and disposal of property no longer required.
Management and Administration:
- Use the national management systems for construction cost reporting, and estimating as well as maintenance management, facility condition assessment and utility bill processing.
- Define project management procedure, methodology, and develop management expertise among regional and service area Facilities Services staff.
- Required competencies: Systems Thinking, Customer Service Orientation, Persuasion/Influence, Relationship Building, Team Leadership, Diversity ManagementQualifications:
Basic Qualifications:
- Bachelor's degree in Architecture, Engineering, Construction Management or a related field, or equivalent relevant experience.
- Ten years of progressively responsible management experience in the combined areas of facilities development, operations management, strategic planning and related areas in the health care industry. Seven years of experience leading multi-disciplinary teams.
- Extensive knowledge of architecture, construction and engineering principles, facility management, maintenance principles, real estate practices, contract management/accounting and information systems management.
- Strong working knowledge of health care facilities related regulatory and accreditation agencies, their requirements and application in both inpatient and outpatient facilities.
- Demonstrated understanding of facilities impacts on staffing, infection control and brand image.
- Direct reports are anticipated to be in the range of three to 10 employees, with dual accountability of approximately 60 to 100 employees. Each manager is responsible for the annual capital budget of $50-120 million, and an operation budget of $50-100 million.
- Experience and ability to lead through influence and collaboration.
- Demonstrated ability to determine key issues, involve appropriate individuals, develop appropriate plans of action, and make consistently sound business and financial judgments. Ability to assemble teams of risk takers and creative thinkers.
- Highly developed analytical capabilities, change management and strategic planning skills.
- Ability to influence regional and service area management decisions about the use of standards leveraged purchasing opportunities and use of productive improvement systems.
- Working knowledge of the services within the scope of the National Facilities Organization. Proven ability in areas such as establishment of building design, construction, maintenance standards, and leveraged contracting. Required Comptencies: Systems Thinking, Customer Service Orientation, Persuasion/Influence, Relationship Building, Team Leadership, and Diversity Management.
- Strong written oral and communication skills. Excellent interpersonal skills.

- Advanced degree preferred.
