Delta Dental of California is part of a national holding company system formed with Delta Dental of Pennsylvania, Delta Dental Insurance Company, their affiliate companies and Delta Dental of New York. Together, we form one of the largest dental benefits systems in the country with 24 million enrollees. Our group of companies and affiliates are members of the Delta Dental Plans Association. We have a new opportunity for a highly skilled Corporate Counsel with strong regulatory experience in an insurance or managed health care environment, supplemented with expertise in insurance financial issues. The position will be located in Mechanicsburg , PA , near Harrisburg .

Function:

The major responsibilities of this position involve: (1) legal counsel to enterprise management on a variety of regulatory, corporate, contractual and operational issues, with specific focus on Mid-Atlantic area; (2) legal counsel to enterprise Financial Regulatory unit for insurance financial issues such as statutory accounting principles and reporting, subsidiary investments and agreements, regulatory examinations, financial ratios, reinsurance, premium tax, escheat, etc. (3) liaison counsel with outside counsel for Mid-Atlantic operations.

Duties:

· Provide experienced counsel and practical advice to the enterprise for insurance financial issues and other regulatory matters as needed.

· Analyze and interpret enacted or pending legislation and regulations impacting current and prospective business operations and relationships and assist with implementation of the requirements.

· Draft, review and/or negotiate documents including, among others, agreements, regulatory filings, applications and correspondence.

· Participate in enterprise committees and perform miscellaneous duties as assigned.

Requirements:

§ BA or BS, and JD or LLB degrees, with accounting degree and CPA license a definite plus

  • Member in good standing of Pennsylvania Bar, or other state bar with Pennsylvania in-house counsel license to be obtained.
  • Minimum 10 years experience as a practicing attorney
  • Minimum 7 years experience in insurance or managed care regulatory environment.
  • Working knowledge of health insurance and managed care regulation, including experience interacting with regulators
  • Working knowledge and experience in insurance financial regulation
  • Inter-personal skills, awareness and confidence to work effectively with all levels of staff including executive teams, government and regulatory agencies, outside counsel and professional organizations
  • Advanced contract and legal document drafting skills
  • Advanced problem-solving and reasoning skills
  • Proven negotiation and advocacy skills
  • Proficiency in organizing and handling complex regulatory filings
  • Skills in Lexis, MS Office applications, mathematics and statistics
  • Organizational skills, time management and project management skills to handle detailed work with multiple concurrent priorities and constituents
  • Detail-oriented, flexible and creative
  • Adaptable to work with various business entities within a local and enterprise-wide culture
  • Ability to direct work of paralegal and administrative support staff with value placed on teamwork
