Manage and direct work activities for the Advanced Test Reactor (ATR) Quality Assurance (QA) Department. Provide QA support for the ATR / ATR Programs Organization (and other customers as resources allow) to ensure compliance with all aspects of the INL QA program. Provide technical interface support for organizations both inside and outside of the Laboratory. Direct assigned QA personnel in daily work activities. Ensure QA personnel receive appropriate training to complete assigned tasks. Provide technical input for the support of the INL QA program. Provide personnel with annual and ongoing performance reviews. Ensures customer support for defined criteria derived from Codes and Regulations such as ASME, NEC, AWS, and 10CFR71 Part H. Develop and implement quality engineering techniques and processes for a variety of projects and programs. Establish priorities and interfaces with various levels of management within the Laboratory and other agencies. Assure compliance with Laboratory, corporate, and DOE quality requirements. Review various Laboratory documents, requisitions, and design documents for compliance with established QA requirements. Assist Programs/Projects/Facilities in developing appropriate quality Program/Project requirements. Perform assessments/surveillances to determine various Program/Project/Facility compliance and implementation with INL QA Program requirements and report issues to appropriate Managers. Support INL QA directorate assigned activities as requested and as resources allow. Function as the Control Account Manager (CAM) responsible for the planning, control, execution, and reporting of the work scope, schedule, and time-phased budget associated with the assigned ATR Quality work breakdown structure element/control account.
Advise and assist ATR Programs (and other organizations as resources allow) in implementing QA processes and systems.
Lead and manage the activities of assigned personnel in supporting ATR activities and programs.
Assess and oversee implementation of QA processes and systems and assist in resolving identified issues. Measure, analyze and report QA performance.
Participate in the development, maintenance, and improvement of INL Quality Assurance program as it applies to ATR processes.
Perform personnel management activities. Provide and encourage training, professional development, and leadership opportunities for assigned personnel. Evaluate staff performance.
Function as the control account manager for the ATR Quality control account and work breakdown structure element.
Provide timely, objective communications with assigned interfaces, as appropriate.
Qualifications Bachelor of Science in Engineering or related sciences and 10 years relevant experience, advanced degree and 8 years relevant experience, or 15 years equivalent demonstrable experience. The relevant experience must include experience in nuclear quality assurance programs with elevated responsibilities.
Experience at nuclear facilities is desirable. A familiarity with system design, maintenance, and operation is desirable as well as familiarity with safety systems and safety analysis. Strong personnel skills, excellent communications skills, and strong internal/external customer relation skills are desirable. Experience performing audits/assessments to ensure compliance with a broad range of program requirements and regulations is desirable to include the ability to prepare assessment plans that effectively evaluate compliance with identified requirements. Familiarity with NDE techniques is also desirable.
Must be able to qualify as a Rad Worker II. Environmental, Safety & Health Must be familiar with, and comply with all relevant health and safety requirements. Must be knowledgeable of emergency action policies and procedures, methods for reporting/resolving work practices or conditions to available cognizant professionals.
