The Controller is responsible for the accounting practices and maintenance of fiscal/accounting records and reports in accordance with generally accepted accounting principles (GAAP).

Manage and supervise the General Accounting Department Staff.

Prepares schedules and information related to year-end audit of hospital, auxiliary and foundation.

Oversees payroll staff and assures that all bi-weekly payrolls are prepared accurately and timely, that bi-weekly payroll taxes are remitted timely, that all required quarterly/annual payroll tax returns are prepared accurately and are submitted timely, that W-2 forms are prepared accurately and are submitted timely, etc.

Establishes policies, procedures, and programs to ensure effective accounting systems.

Monitors preparation of statistical reports and financial statements.

Oversees accounts payable function and is proficiently cross-trained to perform that function. This includes that A/P agings remain current, annual Form 1099’s are prepared accurately and submitted timely, that expenses are recorded in the proper accounting period in the correct accounts, etc.

Coordinate the annual capital and operating budget preparation process in concert with the CFO and management. Reviews requests against approved budgets to assure availability of funds; monitors approved expenditures; reviews and authorizes exceptions within policy limits.

Reviews systems/technology.

Monitor daily cash balances and maintain daily cash report for senior management.

Performs and supervises month balance sheet reconciliation with no items greater than 60 days.

Maintain and assure the accuracy of the general ledger and subsidiary accounting ledgers, such as fixed asset ledger, long-term debt amortization schedules, liability accruals, etc.

Collect and report volume statistics (such as patient days, outpatient visits, numbers of various ancillary tests/procedures performed, etc.) on a monthly basis for financial statement reporting and regulatory reporting (e.g. for Medicare cost reporting and OSHPD reporting).

Prepare and transmit quarterly OSHPD and PIP financial and statistical reports accurately and timely.

Prepare and send monthly and quarterly state sales tax returns accurately and timely.

In concert with Purchasing, coordinate the annual physical supply inventory counts, their computations and recording adjustments in the general ledger.

Perform various financial analyses on an as-needed basis as requested by the CFO and as needed to assist management.

Perform monthly reconciliations of the various District bank accounts.

Assist the CFO in the preparation of monthly financial statements for the Board of Directors, senior management and as required by debt covenants.

Prepare and distribute monthly departmental financial performance reports to department managers.
