Job Description:

The ECP/Change Manager is the program's focal point for engineering change requests and must ensure accurate coordination, tracking, and monitoring from point of receipt through to close out. Responses to these requests typically require submission of a proposal or a ROM and associated Gate Reviews. Following any fact-finding with the requestor (if necessary) and authority to proceed, the ECP/Change Manager ensures that appropriate Baseline Change Requests are processed for accurate tracking. The ECP/Change Manager interfaces with personnel at all levels across the program and with customer personnel. Must be able to work as an effective team leader and facilitator and be capable of adapting to a rapidly changing environment and tasking direction. Must be able to work with little to no supervision, and only general guidance. Must be effective at time, and resource management, and able to multi task in order to meet assigned deadlines.

Responsibilities include:


Coordination, tracking and monitoring Request for Proposals and Engineering Change Proposals (ECPs)

Coordination of and participation in fact-finding activities with the requestor.


Assemble. lead, and facilitate ECP team participation including any subcontractors or Inter-organizational Transfers that may be needed

Working with the impacted IPTs or other program personnel to ensure timely evaluation and development of response (e.g., ROM, proposal as appropriate)

Development and coordination of Engineering Change Proposal document including Technical Description and Cost Volume

Coordination with Pricing for development of cost data or cost volume

Coordination with PMO and Program Engineer (PE) on required Gate Reviews, including pre-Gate meetings and briefings

Coordination and processing of the Baseline Change Request to stage proposed changes to baseline

Development and maintenance of all processes, work instructions and other enablers that are necessary to execute the change management activities on the program


Required Skills/Knowledge:

-
Minimum 8 years engineering experience

-
3 years hands-on experience managing engineering change proposals (ECPs)

-
E xperience of strong teamwork and interpersonal skills by working with individuals at various levels within a program.

-
Hands-on experience writing proposals, reports, statements of work, and other documents for management use and delivery to the customer

-
Experience working with a geographically dispersed program team.

US Citizenship with the ability to obtain a DoD Secret Clearance

Desired Skills.Knowledge:

-
Active DoD Secret Clearance

-
A background in satellite ground systems development is desired

Qualified Raytheon 6 Sigma Specialist

-
Earned Value certification – Levels 1 and 2

Required Education: (Including Major)


B.S./B.A. in Aerospace Engineering, Systems Engineering, Logistics Engineering, Electrical Engineering, Computer Science, Mechanical Engineering, Physics, Math.
