Description:
Primary representative for APL and contact with the Landlord(s) for leased facility operations and modifications, including remote-site facilities. Manages the budgets allocated and affects costs savings measures and reductions as appropriate. Responsible for evaluating facilities operations as they relate to the lease document and managing all site requirements with the appropriate APL departments (legal, BCSD, etc). Work with the Chief Facilities Engineer to bring on line and maintain APL facilities to code, in compliance with public policy and manage projects across the enterprise and sponsor groups working independently and exercising independent management. Primary point-of-contact for management of remote-site facility, maintenance, and other property management issues such as facilities upgrades, space management in concert with CLO, resolution of engineering issues, etc. Manage service contracts and work with Landlords for services provided through the lease. Meet regularly with APL remote-site managers and staff and contracted service providers to address customer requests for timely service. Attend and present issues at weekly FACT meetings which (s)he manage, related to site projects including schedule and budget. Create and manage statements of work for facility modifications and manage the work closely upon Landlord approval. Procure and manage Architecture/Engineering and construction services appropriate to level of work required, to schedule, budget, and quality levels. Responsible for the cost, schedule, and quality of the work in progress. Manage construction schedules with customers, utility interruptions, progress meetings, permits, invoice certification, and final acceptance of work including commissioning if needed. Promptly address issues as they arise, solving operational and functional issues, and manage the revisions to contract and project as needed including change orders and their budget. Manage site development work within the office of the Chief Facilities Engineer for remote-site campus and new building requirements including management of subcontract work, managing appropriate external agencies, and working with APL department management to educate them on requirements and ensure compliance with Lab and regulating authorities requirements. Ensure timely and appropriate communication of issues including progress reports, presentations, and research / implementation of solutions. Manage special projects: lead cross functional team assignments, develop reports and design solutions to facilities issues, design cost models, conduct feasibility studies, develop and manage project budgets, develop policy & procedure and program initiatives, and design training for assigned projects.
