Duties & Responsibilities
Effectively hire, motivate, supervise, and develop the Quality Assurance organization, comprised of Quality Engineering and Quality Inspection. Formulates, plans, and implements systems and assigns resources for establishing Quality Assurance priorities in support of the total work effort within the division, ensuring on-time, on-budget delivery of quality products. Plan, organize, direct, and control organizational elements to ensure the efficient functioning of the QA group, the accomplishment of quality assurance and company goals or policies, and the innovative support for business development activities, including proposals . Help maintain quality as a central element of the division culture, ensuring that it is a central focus of design. Ensure that quality assurance processes, tools, techniques and technologies are planned and implemented in the context of the division’s fully integrated engineering and manufacturing functions and design processes. Interface with a cross-functional team including all business and project offices, and maintain an effective and professional relationship with each. Responsible for the effective oversight of subcontractors’ Quality organizations. Interface with customer Quality management and government inspectors, ensuring a good working relationship and proper interpretation of contract requirements. Execute the Problem Reporting, Analysis, and Corrective Action (PRACA) system. Implement Quality goals and perform metric trending for customer reporting and continuous improvement. Champion continuous improvement efforts within the Quality organization and division -wide. Manage Quality Engineers, Quality Inspectors, Internal Auditors and Calibration/Metrology personnel; coordinate and assist with external audits. Prepare responses to RFIs, RFPs, and ROMs. Develop budget estimates, write task descriptions, and summarize Quality activities in accordance with requirements. Responsible for the maintenance of Quality Management System processes, ensuring compliance and continued certification to ISO 9001 and AS9100 requirements. Lead the audit team for both internal and subcontractor/vendor audits, ensuring that vendors are approved per contract requirements. Also serve as the primary point of contact for customer audits of the Quality Management System. Prepare and present reports on quality metrics, including trend analyses and corrective actions. Manage the nonconformance reporting (NCR) system, ensuring timely and effective closure of reports. Accountable for the overall Quality processes within the division.
Position Summary
Serves as the Quality Assurance Manager, responsible for managing the upfront and continuous implementation of Quality Assurance (QA) throughout Oceaneering Space Systems (OSS). Working under limited supervision, this position is responsible for quality engineering, quality inspection, and calibration/metrology. This manager will also serve as the audit lead within OSS. Implements quality policies, systems, and programs required to meet customer product requirements for both hardware and software within NASA, DOD, and private industry projects.
Qualifications:Education: B.S. in Engineering
Experience: Ten years of Quality Assurance Management experience in a human space flight hardware development and manufacturing environment for Government products.
Skills & Knowledge: Must have strong, demonstrated leadership skills and experience. Must have direct experience in managing quality systems and personnel, including Quality Engineers and Quality Inspectors, hardware, software and receiving inspection, and implementation of quality processes. Knowledge of NASA human space flight approval processes required. Previous experience working with NASA as a customer, personal knowledge of NASA Constellation review boards and board procedures, and experience working on Constellation projects, is desirable. Must be able to work well in a team environment, and be able to exercise independent decision-making and sound judgment. Excellent work organization and communications skills, both writing & speaking, are required. Excellent, proven interpersonal skills working with peers, employees, and Customers is required. Must have a thorough knowledge of ISO 9001:2000 and AS 9100 standards, with experience implementing systems incorporating the standards.
