Basic Qualifications: Bachelor of Science Degree in Biology, Forestry, or related field.
Core Competencies: - Typically possesses four or more years experience in the field of natural resources performing analysis, consulting, and providing recommendations. - Demonstrated experience working with requirements of the USDA-FS 4E Condition and/or implementing CDFG 1600 Conditions. - Demonstrated experience working with permits and ensuring field compliance with measures set forth by the EPA, DOT, and FERC or other state and local agencies. - Demonstrated experience performing field work as an expert in natural resources interpreting and applying environmental regulations. - Demonstrated experience researching data/information, gathering, documenting, conducting analysis, drawing conclusions, producing written reports and presenting findings and recommendations. - Demonstrated experience consulting with clients, including identifying client needs, developing action plans, identifying deliverables, and presenting results. - Demonstrated experience interfacing and collaborating with clients, peers, regulatory agencies, other departments and all levels of management to develop solutions. - Demonstrated experience completing multiple projects/assignments concurrently while adjusting to changing priorities. - Demonstrated proficiency with PC applications, including Microsoft Word, Excel and PowerPoint. - Must demonstrate excellent business mastery, including the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks and safety appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers. - Must demonstrate excellent management mastery, including effective resource and project planning, decision making, results delivery, team building, and staying current with relevant technology and innovation. - Must demonstrate strong personal mastery, including ethics, influence and negotiation, leadership, interpersonal skills, communication, the ability to effectively manage stress and engage in continuous learning.
Preferences: Demonstrated experience working in a utility company adjacent to or within the boundaries of a national forest. Masters degree in Biology, Forestry or related field.
Typical Responsibilities: The successful candidate will act as the lead environmental scientist for a 1.200 square mile hydroelectric project. He or she will attain permits and ensure field compliance with measure set forth by the Environmental Protection Agency (EPA), Department of Transportation (DOT), Federal Energy Regulatory Commission (FERC), state and local agencies. Typical responsibilities will include: acting as lead biologist during on-site field work to ensure compliance with Sierra National Forest and California Department of Fish and Game (CDFG) agreements; attaining environmental and regulatory approvals for any work completed that affects orders on any required Terrestrial and Aquatic Management License issues; implementing requirements of the Bald Eagle protection, maintaining compliance with Mule deer and Quagga/ Zebra mussel regulations, managing long-term fish stocking requirement as needed, and overseeing riparian maintenance; inspecting, controlling, and if necessary, mitigating of Zebra and/or Quagga mussels within the FERC boundaries; attending annual meetings, filing reports and managing any other factors as written in the Zebra/ Quagga Mussel Plan; producing; tracking environmental work orders, documenting any agency-related requests, delegating work through the work management system, and tracking the progress of any agency-related work; conducting facility audits of each facility to maintain compliance with the various EPA and DOT regulations including Hazardous Waste and Hazardous Materials regulations; writing division orders consistent with regulatory changes and providing instruction to the division on both annual requirements and new or changing regulations; acting as lead on FERC environmental inspections; attending inspections conducted by regulatory agencies as needed; adhering to Corporate and Power Production Division ( PPD ) Environmental and Compliance Orders, and updating Division Orders to align with company strategies; interpreting and applying environmental regulations on a daily basis; filing, tracking and implementing requirements of the US Department of Agriculture Forest Service (USDA-FS) and CDFG; and performing other duties and responsibilities as assigned.
