| Overview |
The United States Government Accountability Office (GAO) is the agency that works for Congress and the American people. Congress mandates GAO to study the programs and expenditures of the federal government. GAO, commonly called the investigative arm of Congress or the congressional watchdog, is at the epicenter of government decision-making. When GAO reports its findings to Congress, it recommends actions. Its work leads to laws and acts that improve government operations, and save billions of dollars.
GAO was founded in 1921. It has a staff of approximately 3200 employees across 13 locations and a budget of nearly $500,000,000. Its headquarters is in Washington, DC. GAO has been charged with substantive oversight responsibilities related to the Department of the Treasury?s recently-established Troubled Asset Relief Program (TARP). As a result, they are seeking a Financial Economist with in-depth knowledge and experience in financial markets products, trends, and developments, to serve as an Advisor on its Financial Markets and Community Investment team. |
| Requirements |
Education: To be eligible for this position, applicants must have a degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. A Ph.D. is highly preferred; however candidates who have completed three years of progressively higher-level graduate education leading to a Ph.D., or equivalent doctoral degree, will also be considered.
Applicants should have a minimum of 8 years of specialized experience performing analyses and developing recommendations on complex economic issues. Experience should demonstrate an applicant?s knowledge of financial markets and the financial services industry and experience in performing econometric analyses of large data files and databases in financial markets. The candidate should also demonstrate strong oral and written communication skills, along with the ability to work in a collaborative environment. Some travel may be required.
Applicants MUST meet the requirements of the following selective placement factors:
-Demonstrated understanding of corporate finance, complex financial structured products, and the risks and benefits associated with their use. -Demonstrated knowledge of and competence in the application of risk management principles, including capital allocation and analytic techniques such as financial and credit analyses. |
| Responsibilities |
-Providing assistance and leadership throughout GAO in the design, performance, and reporting of work involving oversight of primary and secondary financial markets and the measurement of financial risks, particularly as applied to TARP and other federal efforts to respond to the current financial crisis -Identifying key issues related to significant savings, improvements, or benefits to the federal government -Providing vision, direction, and focus to align audit and evaluation work to accomplish GAO strategic goals by participating in and contributing to multiple, highly complex, or sensitive studies and serving as the quality assurance point for final products -Initiating or reviewing project proposals to assess relevance, scope, and technical adequacy to meet ongoing requirements for areas of assigned program responsibility -Representing GAO in discussions with congressional and agency officials -Performing sophisticated economic and financial analyses and/or providing related advice
