Synopsis
:
The Anti Submarine Warfare (ASW) Subject Matter Expert (SME) provides Combat Systems (CS) ASW SME Management Staff position serving the International Security Assistance (SA) program team including subcontractors to successfully execute assigned projects/tasks with regard to identifying and pursuing SA business opportunities and execute and manage awarded projects to meet or exceed schedule, quality, and cost objectives.
Job Description
:
Energetic, self-managing leader responsible for the performance management of complex projects in the Sonar and FMS international market business area. Earned Value Management tools will be utilized to track critical success factors and develop control systems and reports that accurately measure progress to identify potential problems in sufficient time for mitigation /corrective action.
This position requires direct and effective communication with the functional performing organizations as well as Business Development, Contracts, Finance and Program Business Management. Specific regular management reporting includes on-time deliverables, Bookings, Sales, Earnings, Margins, and Unbilled including cash flow analysis. Other duties include:
ÂÂÂ* Establish and track (communication & accountability) quantitative goals/metrics across the project team and supplier base
ÂÂÂ* Develop and maintain solid relationships with multiple levels of the SA customers’ organizations
ÂÂÂ* Preparing & presenting marketing briefings and customer program status reviews
ÂÂÂ* Responsible for developing and proposing innovative solutions to emerging customer requirements to meet growth objectives of the company
ÂÂÂ* Develop sonar system concepts for given scenarios through trade studies based on acoustic performance modeling
ÂÂÂ* Consult with underwater acoustic sensor systems development teams throughout the design cycle and provide guidance on new concepts and designs
ÂÂÂ* Prepare test plans, training, and methods for at-sea sonar system testing and will lead the analysis and interpretation of test results
ÂÂÂ* Prepare technical reports on sonar system concepts, performance analysis and modeling, trade studies, and test results
ÂÂÂ* Provide impact analysis and recommendations to guide system upgrade development and application
ÂÂÂ* Participate in reviews and working group meetings and will prepare and give technical presentations to SA customers
ÂÂÂ* Responsible for the establishment of a customer focused marketing strategy to the SA customer that will provide for creative solutions to be introduced to a wide variety of customers both inside and outside Raytheon
Acts as primary customer contact on new business status and anticipates and fulfills customer needs to ensure their satisfaction and continued business. Accomplish proposal development and new business capture activities associated with this business area. The ASW Staff Manager is the primary gate -1 thru 4 proposal and capture manager responsible for the development of winning strategies and submitting proposals utilizing the IPDS process and SA customer Letters of Offer.
Required Knowledge, Skills and Experience
:
The candidate should have experience in one or more of the following areas: knowledge of the Department of Defense acquisition/procurement process; Navy, USAF, Army, USSOCOM, or Marine aviation; experience with mission systems integration; and/or experience in growing and sustaining customer relationships. The candidate must have experience in the Foreign Military Sales (FMS). Development of LOR and LOEs. Knowledge of marketing principles. Experience with Statements of Work and the resulting proposals to meet those requirements. Experience with developing basis of estimates for cost proposals.
* Level II EVMS Certification * Intimate knowledge of ITAR * Sonar active and passive performance concepts * FMS Sonar configurations and on going SA programs
Required Education:
A Bachelor's Degree in a related technical field or business management is required or a minimum or 16 years experience and/or a combination of experience, educations, and training may substitute for the degree. An MBA or other advanced degree is desired.
Security Clearance Requirement: Top Secret level security clearance.
Desired Knowledge, Skills and Experience:
* Experience in the management of successful proposal campaigns and development of successful competitive proposals is highly desired * Experience in the planning and management of military programs as a government representative or contractor * Related sonar and FMS experience and contacts * Knowledge of a variety of contract vehicles, such as IDIQ contracts, commercial contracts, GSA Schedule and Basic Ordering Agreements * Experience in foreign military sales or foreign direct sales * An understanding of DoD budgeting and acquisition processes is also desired * Training in Sales & Marketing, Project Management and Earned Value Management * Knowledge of market analysis, capture planning, and selling techniques
