Job Title: Systems Improvement Advisor - Data & Outcomes
In a multi-skilled role, the Systems Improvement Advisor manages the storage, analysis and presentation of administrative data in support of tracking Casey’s 2020 goals and in improving data-driven decision-making in states, counties, and tribes. The Systems Improvement (SI) Advisor has responsibility, as part of the Measurement and Evaluation Team, for advancing measurement of Casey’s work to improve the services offered by public child welfare systems. This includes supporting Casey work units in using data to prioritize their work, assisting in the collection of data to measure impact, analyzing qualitative and quantitative data, and producing reports and publications. The Advisor is a skilled and experienced analyst, with capacity to make decisions and manage work.
Nature and Scope of Position:
• This position reports directly to the Director -- Measurements and Evaluation.
• This position will work both independently and as part of the Measurement & Evaluation team, to support Casey’s Strategic Consulting functions as well as public child welfare agencies to deliver useful and accurate data regarding measurable outcomes for youth and families in the child welfare system.
• This position requires the ability to lead detailed analytical conversations with public child welfare leaders and analysts to negotiate specific details of data elements. This will involve both independent and collaborative work with internal and external partners to implement standardized and specialized data collection.
• This position will provide leadership in providing on-going education to internal and external stakeholders about how data can and should be used to inform strategic decision-making.
• This position will offer leadership in identifying and learning innovative new methods of analysis to advance cross-system data sharing as well as expertise in data management and presentation.
• This position will lead the work to summarize and present data on the impact of work in Systems Improvement with public child welfare agencies and other partners in states/counties/tribal jurisdictions.
• This position collaborates with a broad base of stakeholders within Casey, national organizations, and others in child welfare.

Principal Duties and Responsibilities:
1. This position will be manage the use and analysis of data, This will include:
a. Developing a structure and on-going continuous quality improvement process relative to the collection and use of state and jurisdiction-level data;
b. Providing technical consultation to state public child welfare administrators;
c. Establishing and maintaining standardized data collection methods for sharing data and presenting it internally and externally;
d. Analyzing the data and providing feedback to administrators and policy-makers,
e. Providing technical assistance and support to teams on data collection and analysis;
f. Leading the planning, writing, and dissemination of the Data Brief series and other report writing.
2. Manages use of available state child and family welfare agency data, designed for evaluating systems improvement work.
3. Use GIS mapping software to analyze public child welfare practice in jurisdictions.
4. Builds and manages effective working relationships with teams within Casey, in public child welfare, and with community partners groups including universities and community agencies.
5. Provides technical assistance and support to SI in the development of data collection methods and technologies related to systems improvement initiatives.
6. Manages publication and dissemination of outcome-driven learnings and creates report formats for other research and evaluation work.
7. Works with Casey Technical Services and others to develop extranet-based access to SI measurement and evaluation by Casey SI and child and family welfare research staff.
8. Maintains confidentiality of sensitive information. Understands and adheres to code of ethics and practice for research, child welfare, and data gathering/dissemination.
9. Ensures alignment with organizational values, goals, and directives in all work performed. Acts as a good steward of Casey resources – in expenses/funding, but also in labor hours in applying appropriate amounts of resources to each project. Looks for ways to maximize effective communications with cost and effort leveraged.
10. Work requires travel, up to 20 percent of time.
Qualifications:
Master’s Degree in Social Work, Public Administration, or other closely related field required, plus 5 years experience in a child welfare policy, practice, or research setting. Ph.D. may be substituted for experience.
Intermediate knowledge of research methods and basic statistical skills is required.
Knowledge of child and family social services is required.
Excellent oral and written communication skills are required.
Demonstrated skills in writing for a variety of audiences including practitioners and researchers. Ability to develop graphical displays of data and to translate research findings into practice implications (writing sample required).
Demonstrated ability to work effectively in a team, sharing tasks as necessary, both as a team leader and as a team member.
Technical skills: Proficiency with Microsoft Word and Excel. Knowledge of Arc View, Microsoft Access and SPSS required. Demonstrated ability to learn other pertinent software programs as required.
Must pass a criminal background check. In the event of Casey business that requires use of a personal vehicle, must have a valid driver’s license, a good driving record, and proof of auto insurance.
