Waste Water Operator

Under general supervision of the Water Systems Supervisor, monitors and operates the potable water distribution and storage system.
|
| Example of Duties: |
|
Essential Functions:
- Operates and monitors the water distribution system of the District with minimal supervision, by monitoring and adjusting flows from reservoirs, tanks, and suppliers.
- Operates the water disinfection systems.
- Reads and records reservoir levels, water supply connections, consumer usage. Checks and monitors system pressures, water flow meters, disinfectant usage, engine hours and fuel consumption and electrical demands. Checks oil levels and bearing glands. Ensures that customers receive adequate water in volume, pressure, and quality.
- Compiles daily, weekly, monthly operational logs.
- Follows all regulatory guidelines and completes documentation.
- Monitors the entire system using SCADA and visual checks.
- Maintains District sites and facilities. Cleans pump stations, tanks, and reservoir sites.
- Inspects pressure stations.
- Responds to and investigates water complaints such as water theft, leak detection and notifies customers.
- Obtains authorization and enters confined spaces using gas detectors, blowers, portable air pacs, harnesses and tripods in accordance with established safety procedures.
- Flushes portions of system to maintain water quality and take source samples.
- Performs emergency shutdowns. Reloads lines. Sets up high-lines. Sets up traffic control.
- Performs system shutdowns for tie-ins and new development.
- Makes final walk through inspections of new additions prior to District acceptance.
- Bypasses portions of the water distribution system during emergencies or planned shutdowns to maintain customer service.
- Implement the most efficient and cost effective pumping methods as directed by immediate supervisor.
- Operates SCADA.
- Operates District vehicles as required.
- Follows established disinfectant handling safety procedures. Calculates disinfectant usage and demands. Makes feed rate adjustments and performs regularly scheduled cleaning and servicing of disinfection station and equipment. Reports operating problems and needed repairs in accordance with established procedures.
- Participates in rotational shift and on-call/stand-by duties as required.
Marginal Functions:
- Conducts disinfection level tests in the distribution system.
- Updates phone contacts for developers, contractors, city officials, Home Owners’ Associations, Property Management and landscape companies.
- Updates procedures for processing water thefts, returning confiscated equipment and billing of a water theft.
- Assists in locating appurtenances.
- Assists departments as needed.
- Assists neighboring districts through the Shared Services Agreement.
- Reports for duty at satellite facilities as needed.

| Required Licenses and/or Certifications: |
- A Valid California Class C Driver’s License.
- State of California Water Distribution Grade III Certificate.

| Minimum Experience, Education, and Training Requirements: |
|
Experience:
Two (2) years of experience in the monitoring and operation of a potable water distribution system for a public agency or 1 year experience equivalent to a Water System Operator II.
Education:
- High school diploma or G.E.D.
- Training in water, wastewater and irrigation technology.

Knowledge of:
- Proper methods, materials, tools and equipment used in water pumping, storage disinfection, and distribution.
- Water distribution and reclamation system and the possible cross connections to District appurtenances.
- Testing for CL2 and Total Dissolve Solids (T.D.S.) monitoring.
- Leak detection equipment.
- Applicable laws and regulations including Title 17 and Title 22.
- District codes, boundaries and usage.
- District standard specifications.
- Complex record keeping and reporting.
- Regulations, procedures, rules and practices relative to the operation of the water distribution system and its appurtenances.
- Complex math.
- Traffic laws, ordinances and rules involved in traffic control and vehicle and equipment operation.
- Safety and safe work practices as they apply to the operation of equipment and motorized vehicles.
- Appropriate safety precautions, procedures, practices and regulations.
- General valve operations procedures.
- Proper backflow operations.
- English usage, spelling, grammar and punctuation.
Ability to:
- Perform investigations

- Use and understand leak detection, testing and monitoring equipment.
- Calibrate all testing equipment.
- Operate a vehicle observing legal and defensive driving practices.

- Perform skilled work in the operation of pumps, automatic valves and other mechanical aspects of a water distribution system.
- Perform complex mathematical calculations related to the position.
- Trouble shoot water distribution system problems, which require in-depth understanding of the system and the writing of maintenance requests and inspection reports.
- Use a computer as it relates to system operation/maintenance.
- Work in inclement weather and overtime as needed.
- Follow established codes, policies, and guidelines.
- Perform work in accordance with safety regulations, guidelines and practices.
