Data Consultant

DEPARTMENT: DIVISION OF RESEARCH

SCHEDULE: Full-Time regular; 40 hrs/week; Day Shift; 8:00am - 5:00pm

EDUCATION/LICENSE/CERTIFICATION:

Bachelor of Arts degree in economics, finance, health care administration, public health administration, statistics, mathematics, operations research, or related field required, or equivalent work experience in lieu of a degree. Masters degree preferred.

PREFERRED EDUCATION/LICENSE/CERTIFICATION:

Masters Degree, MPH preferred

POSITION SUMMARY:

Under general supervision, this position exists to assist the organization in making strategic data-related decisions by analyzing, manipulating, tracking, internally managing and reporting data. This position functions both as consultant and as a high-level statistical analytics programmer.

QUALIFICATIONS:

1. Three to five years programming in SAS, SQL, VBA, .net or equivalent statistical analytical programming language.

2. Experience with analytical manipulation and interpretation of large databases required.

3. Typically three or more years of related analytical consulting experience, healthcare experience preferred. Broad familiarity with medical practices, especially population management and process and outcomes measurement.

4. Experience with MVS/TSO operating systems required. Knowledge of JCL strongly preferred. Microsoft Office skills required.

5. Very strong analytic and critical thinking skills, writing skills, communication skills, consulting skills, and ability to work within a team. Ability to express complex analytical and technical information to senior management or to audiences with clinical training. Must be an independent self-starter. Must be able to work in a Labor/Management Partnership environment.

PREFERRED QUALIFICATIONS:

Project management experience strongly preferred.

1. Experience with statistical analysis programming using SAS preferred.

2. Programming experience with Kaiser Permanente Northern California administrative databases, the VDW, and with HealthConnect preferred.

DUTIES:

1. Designs and enhances databases. Designs menu systems that are effective and user-friendly. Develops reports with accurate, easy to read, useful information. Designs and generates tracking and monitoring tools.

2. Participates in the development of outcomes and process measures, including technical specifications, to enable population measurement, guideline implementation, and evaluation.

3. Builds and maintains complex statistical routines using macros, vendor software, and software written by self and others. Tests and maintains data integrity across multiple databases (internal SAS, DB2, VSAM; external: Adobe, Excel, SAS parsing routines, COBOL). Builds sophisticated statistical models and forecasting tools using these databases.

4. Defines and frames complex multi-dimensional healthcare issues and develops time tables/processes for decision making. Translates needs, issues, and ideas into effective strategies and action plans. Formulates specific implementation plans and evaluates the effectiveness of actions/programs implemented. Develops creative alternative solutions.

5. Works closely with IT and outside partners (and physicians for TPMG departments).

6. May coordinate team/project activities and schedules. May assist in the determination of goals and priorities with team, clients, or project management sponsors. May provide leadership to multi-disciplinary project teams.

7. Communicates results/recommendations to project sponsors, clients, and various senior level audiences (including physicians for TPMG departments).

OTHER DUTIES:

1. Lead programmer for a 15-site Cardiovascular Disease Reseaerch Network (CVRN) study, based in the HMO Research Network (HMORN), to establish a cardiovascular surveillance network in which data will be extracted from the following types of administrative databases: hospitalization, referrals, claims, outpatient visits, pharmacy, laboratory tests, imaging studies, and others. Common templates will be utilized to extract data from an HMORN system know as the Virtual Data Warehouse (VDW).

2. Will aggregate data from the study sites into a unified dataset and perform statistical analyses utilizing the dataset.

3. Will support study organization and medical record abstraction by building tracking systems using either MS Access or SAS Frame.

4. Travel to HMO Research Network annual conferences and out-of-state site visits will be required.
