Albany Times UnionHealth Research, Inc., a not-for-profit corp, has a Database Programmer/Analyst II position available in Albany , NY . The individual will act as programmer/analyst for enabling the electronic exchange of information among NYSDOH applications related to newborn screens for heritable disorders and LTFU of care for children identified as having these disorders to improve the completeness and follow up of NBS in NYS and facilitates both public health and clinical practice goals. Identify gaps in data required to meet the needs of NYS public health program and clinician clinical priorities as well as define the data needed for meeting NBS grantee, healthy people 2010 and NHIN Newborn Screening Use Case requirements.
The applications are written in Java and run in the BEA WebLogic environment, with Sybase or Oracle databases. The Sybase databases are planned to be moved to Oracle. The exchanges will be set up using the PHINMS secure file transfer application, Orion Health Rhapsody routes, or using Web Services. This person will also be responsible for incorporating changes requested by the program areas under the direction of his/her supervisor.

Minimum Qualifications: Bachelors degree in Computer Science or a closely related field, and three years of professional experience in a computer research or development setting, OR a Masters degree in Computer Science or a closely related field, and two years experience, OR a Doctoral degree in Computer Science or a closely related field, and one year experience OR seven years of such experience.

Preferred Qualifications: Recent programming experience demonstrating skills with Java JEE using Spring or Struts. Experience in all phases of the application development life cycle. Knowledge of relational databases, especially Oracle. Experience with JavaScript. Knowledge of SOA concepts and common practices. A background in the UNIX operating system environment. Experience with: BEA WebLogic application server; Web Service Remote Portlets, iBATIS, and JSF; creating framework components for other applications to build upon; Orion Health’s Rhapsody integration product desired.; and CDC’s Public Health Information Network – Messaging System (PHIN-MS).
