Subcontracts Administrator 4
Description:
The Infrastructure Services East and West Operating Units (OU) of the Defense Enterprise Systems Business Unit (BU) ("NCS") is seeking a Senior Subcontracts Administrator.
This individual will be responsible for the following activities:
With minimum supervision, prepare RFP's, negotiate moderately complex / medium value subcontracts and perform other subcontract administration assignments as may be directed.
Related qualifications and requirements:
Bachelors Degree in Business. MBA/Law Degree is desirable. 10 years experience in government and commercial subcontract/contract management, will consider experience in lieu of degree. Strong working knowledge of FAR / DFAR and UCC, ITAR and general law Participate in SOW development and issue RFP's for both cost and fixed price type acquisitions Strong negotiation skills on more complex / medium value proposals and subcontracts in areas of cost or price, and terms and conditions Lead subcontract close-out activities Develop strong working relations both internally, and externally with subcontractors Take on special ad-hoc tasks or data calls as requested by supervisor / manager Recommend / participate in process improvement activities Train Level 1and 2 personnel in Subcontracts policy and procedures, division databases and eRooms Evaluate cost elements in subcontractor proposals Establish negotiation positions supporting NG objectives Work with Legal to develop non-standard terms and conditions to fit the NG / customer / subcontractor business arrangement Assume leadership role on special assignments Demonstrated subcontract management skills to include effective change control, protection of the contract baseline and Intellectual Property. Good oral and written communication skills and strong computer literacy. Experience with SAP a plus. Flexible and a team player Ability to effect and manage change and perform in a cross functional business environment Ability to conduct briefings and make presentations
