IO IA Capture Manager/Program Manager (E06)



Product Line:

Advanced Securities & Directed Energy Product Line is responsible for establishing the business unit technology investment strategy; developing advanced technology using IR&D and CR&D in concert with technical based investments for future insertion into programs, products and product lines in order to make our systems competitive, thereby creating next generation programs that facilitate business growth.

This position is the capture lead and program management function for new business in the Information Operations/Information Assurance Directorate in the Advanced Security & Directed Energy Systems (AS&DES) Product Line and reports to the IO/IA Director within the AS&DES Product Line. In this position, the Capture Manager (CM)/Program Manager (PM) will report to the IO/IA Director and work with government customers across DoD Services and Federal Agencies. The Capture Manager/Program Manager applies and/or develops highly advanced technologies, scientific principles, theories with a broad understanding of customer needs and customer operations in the Information Operations Mission area.



This position is responsible for contacting government personnel for pre-proposal development of new opportunities, developing concepts for customer solution sets in the Information Operations (electro-magnetic, non-kinetic) mission area, and executing advanced demonstration programs that provide new capabilities for the war fighter. CM/PM will be the primary interface with the customer(s) and to senior management in planning and executing the programs. Position will be responsible for capture strategy, budget and schedule as well as technical performance of these programs and also interface with senior executives of other product lines to help develop roadmaps to insert the technologies being developed into future products. Capture Manager/Program Manager will work with engineering management and other departments to staff the programs and ensure the timely delivery of products and services in accordance with the capture effort and will be responsible for preparing proposals and supporting negotiations for new programs and for capturing new business.

The ideal candidate will have intimate knowledge U.S. Air Force IO/EW systems, capabilities, emerging requirements, and organizational structure that supports the IO/EW mission area.

Security Clearance:


- Existing Top Secret clearance required.

- Must be eligible to obtain an SCI clearance.



Required Skills:

- Bachelor's degree and 10+ years applicable experience.

- Eight (8) years or more of proven program management skills in system design.

- Analysis experience spanning conceptual design through detailed design and system.

- Expertise in Electronic Warfare and Information Operations/Information Assurance.

- Proven experience in military strategic planning, proposal and program management.

- Experience in government acquisition and DOD.

- Required to have operational experience in IO/EW mission areas at both the tactical and strategic levels.

- Thorough understanding of warfighter IO/IA/EW requirements, weapon systems employment and operations, and system requirements analysis.



Desired Skills:

- Advanced Degree in Engineering or Business


- Recent/current IO/IA applicable experience



Education:

- Bachelor's degree required.

- Master's/Advanced degree preferred.

- Majors: Business, Engineering, other related field, or Military Weapons School Graduate



May consider different salary grade level based upon qualifications and experience.
