Director, Clinical Application Services - TRICARE
The Director, Clinical Application Services for UMVS TRICARE will lead a team of Business Analysts and Reports Analysts in the design, development, implementation and support of clinical applications and reporting for TRICARE. The Director will participate in the planning, implementation, and support of all clinical informatics projects and applications for UMVS TRICARE business. The primary responsibility of this position is to work cross-functionally and with the Information Technology team to ensure the development, deployment and production support of the critical clinical applications. The ideal candidate will have an in-depth understanding of applications used by clinicians in healthcare settings, population management and statistical tools, HIPAA compliance, Electronic Medical Records, and, reporting and analytics.
Position Functions and Responsibilities:
- Provide overall technical and managerial leadership to the team.
- Understand and articulate the UMVS TRICARE business processes as well as all clinical applications and the report portal that support the business.
- Demonstrate understanding and ability to complete and manage business requirements documentation and change control processes.
- Collaborate with business users and IT teams to design, develop and deploy the best solutions to ensure compliance with the TRICARE contract and goals of UMVS.
- Establish team goals in line with departmental objectives. Responsible for successful project delivery and customer satisfaction.
- Partner with UMVS senior medical management and Information Technology teams to develop strategic/tactical plans & budgets to support global business strategies, & achieve all plan objectives.
- Develop and establish departmental standards and procedures. Assures team members adhere to business requirements, technical standards, estimation guidelines and best practices.
- Prioritize, plan and coordinate business requirements and work with IT for TRICARE, and across enterprise-wide initiatives, to identify viable technology solutions and lead business implementation for UMVS.
- Assign and monitor work of team members while providing analytical and technical direction.
- Experience in policy writing.
- Ensures major programs/projects, of high impact to TRICARE are delivered on time, on budget and with high quality. Helps the Business and Technical Project Managers achieve business and technology benefits forecasted in the business case.
- Motivate and mentor team members for improving skills and taking on additional responsibilities.

Qualifications

Bachelors degree in Business, Finance, Health Administration or related field required; Master's degree preferred

5+ year of experience in business/finance analysis to include experience in developing and managing departmental budgets that cover business and technology

7+ years direct people management & leadership and track record of building and maintaining high performing teams

5+ year experience working with clinical/health information systems, data extraction, and, data analysis

Demonstrated ability to work cross functional at senior leadership level with IT and enterprise wide

Ability to successfully work in a changing environment and successfully lead staff through change.

Demonstrated experience in policy writing.

Proficiency with PC based software programs and automated database management systems required (Excel, Access, PowerPoint)
