DUTIES - Exercise full responsibility and authority for large revenue and/or complex multi-function government proposals and bid preparations.
- Recognized as prime customer and competitor interface for the Company at all bidder's conferences, site visits, and project tours.
- Manage the complete proposal schedule for initial submission, follow-on orals presentations, question and answer discussions, amendments or change pages, modifications, and Best and Final Offers (BAFO's)
- Implement target acquisition plans and schedules for follow-on government marketing efforts.
- Lead strategy development sessions, including Blue Team reviews that typically include Senior Executives, Vice Presidents, Directors Managers.
- Translate Capture Plan intelligence, data, and information into themes, discriminators, bidding strategies, performance and cost innovations.
- Ensure accuracy and adequacy of final work product, including in-process and final reviews, editing for compliance with applicable standards, validation and change verification, and Company Style Manual.
- Ensure that there are no inconsistencies between cost and technical volumes.
- Contribute to the strategy and oversight of proposal development.
- Integrate Corporate and Project resources to proposal efforts and to continuously improve the company’s competitive position.
- Lead post-proposal efforts such as negotiations with the customer, interface with DCAA auditor, and conduct project phase-in briefings.
MIMINUM QUALIFICATIONS EDUCATION: Bachelor degree in a technical or business discipline. MBA preferred EXPERIENCE: 10 - 14 years with Bachelors degree or 8 - 12 years with MBA to include: - 2 years at Proposal Manager level preparing Government proposals
- Business Development support
- Managed a minimum of 20 proposals, including at least 5 multi-function proposals
- Managed at least 5 winning proposals
- Thorough knowledge of Federal Acquisition Regulations (FAR)
- Intermediate skill using Microsoft Office Suite
