Job Summary:
Responsible for the management of all technology services, system administration and assigned projects at Dean Health Plan (DHP). Provides organizational leadership in the areas of application and system infrastructure. Drives the DHP strategic plan as it relates to technology and core systems. Ensures that all systems are coordinated internally and with our owners and partners. Facilitates a customer centric approach to technology decision-making and service. Supports the development of departmental staff.
Functional Leadership:
- Manage and coordinate all technology support services and system administration for DHP according to the priorities set by the DHP strategic plan, project committees and the Executive Team.
- Create, mentor, manage and develop the Technology Leadership Team.
- Develop and implement service model based on the core value that technology processes and projects should be driven by the needs and priorities of the business.
- Support the operationalization of a decentralized model for decision support services such that technology staff are appropriately aligned with DHP business units and can gain knowledge of business operations and work closely with DHP staff.
- Participate in project prioritization review committee teams and assist with strategic technology planning, project prioritization, identification of technology-related business opportunities and making technology infrastructure decisions.
- Provide support and perspective to the Executive Team on topics related to the development of a vision for technology services, the system implications of DHP initiatives, the selection of hardware and software for the organization and the coordination of technology services across the Dean and SSM Wisconsin families.
- Serve as an active member of the DHP Executive Team. Involves providing input in organization strategic planning, policy development, problem solving and decision making.
- Serve as the liaison between DHP management and all internal and external parties for technology related issues and items.
- Provide frequent and regular communication regarding technology and system administration to management and employees.
Operations:
- Provide leadership and guidance in managing the day-to-day functions related to technology and system administration. Responsible for all application and system enhancements and upgrades. Provide the planning and management necessary to facilitate smooth daily operations. Assist in trouble shooting problems and facilitate problem resolution when needed.
- Develop a comprehensive vision for a rational technology infrastructure. Integrate the flow of data between systems and implement efficiencies.
- Establish a functional structure and staffing plan that meets business and project needs. Complete cross training for all employees and succession planning for key positions. Ensure the creation and execution of development plan for all functional leaders and employees.
- Establish a succession plan and quality and performance measures for all technology applications and systems.
Requirements:
- Successful candidates must possess a Bachelor's Degree in Computer Science, Engineering, Information Technology or a related field, 10+ years of progressive technology and management experience.
- The position also requires demonstrated leadership in all aspects of IT operations, strategic planning, change management, project management, staffing planning, employee development and financial management.
- Must possess the ability to interact with all levels of management and employees and able to work on under pressure.
- Successful performance as our technology leader requires the ability to prioritize and manage multiple projects simultaneously and deliver all projects on time and in budget.
- Master's Degree in a related field preferred.
