DEPARTMENT MARKETING STATEMENT

The Judicial Council of California, Administrative Office of the Courts (AOC), in San Francisco is accepting applications for a Technical Analyst with the Technical Services Group (TSG) of the Information Services Division. The Judicial Council of California provides policy direction to the courts and advises the Governor and the Legislature concerning court practice, procedure, and administration. The Council performs its constitutional and other functions with the support of its staff agency, the AOC.

THE INFORMATION SERVICES DIVISION

The Information Services Division (ISD) coordinates court technology statewide, manages centralized statewide technology efforts, and optimizes the scope and accessibility of accurate statewide judicial information. In addition to the services it provides to the AOC and appellate courts, the division administers and supports coordination of judicial branch technology statewide.

NETWORK Technical Support

The Network Support Unit of TSG supports the local- and wide-area networks for the AOC and the appellate courts. The unit will also assist in providing consultative technical support services to the trial courts.

RESPONSIBILITIES

  • Maintains local and wide-area networks that serve the AOC, Appellate courts and Supreme Court.
  • Work closely with users, technical staff and vendors on cable and connectivity issues onsite and remotely. Identifies, evaluates, tests, and recommends new products, and implements strategies that improve the delivery of services;
  • Develops and implements project plans for installation of new hardware and software;
  • Monitors circuit usage, troubleshoots problems, assesses the value of the technology, recommends priorities for expansion, implements expansion plans, and works with technical staff to increase functions on the network to meet the business needs of the AOC;
  • Configure and administer switches, routers, firewalls, VPN concentrator, RSA, ACS network appliance;
  • Maintains HP OpenView and CiscoWorks network management tools
  • Assist and support the VoIP infrastructure and IP based Audio/Visual (AV) infrastructure and the AOC and Appellate Court sites around the state.
  • Analyzes technical problems and provides alternative solutions regarding hardware, operating systems software, etc;
  • Reviews and analyzes vendors’ published IT architecture specifications;
  • Coordinates with vendors and third-party contractors to resolve product support issues;
  • Coordinates the implementation of new and upgraded hardware and software in the AOC, trial courts, and Service Providers;
  • Develops performance and testing criteria for new hardware and software; and
  • Monitors compliance with computer and cable-plant specifications and requirements provided to contractors for construction projects.

The position requires occasional evening and weekend work. Occasional overnight statewide travel will be required as necessary. This position is for the morning shift Monday through Friday (7:30am to 4:00 pm PST) located at the AOC San Francisco Civic Center complex

QUALIFICATIONS

EDUCATION AND EXPERIENCE:

Requires the equivalent of a bachelor’s degree, preferably with major course work in computer science, and two years of technical experience supporting of computer hardware, operating systems, network operating systems, telecommunications, and/or office automation software.

OR

One year as a Staff Analyst with the judicial branch.

Additional experience may be substituted on a year-for-year basis for the required education. Possession of a directly related postgraduate degree may be substituted for one year of the required experience.

Knowledge of:

  • Network operating systems and network topology in a CISCO environment;
  • Network operating system performance analysis; Network Firewall and Security;
  • Principles of integrating multiple hardware platforms in a LAN/WAN environment; and
  • Principles of system design, telecommunications protocols, and Internet architectures.
  • Cisco Voice of Internet Protocol (VoIP) infrastructure.
  • Audio / Visual (A/V) connectivity over IP using Polycom and/or Tangburg hardware.

Ability to:

  • Conceptualize and integrate systems within an enterprise-wide information systems architecture;
  • Prepare formal business requests for various products and services;
  • Prepare and manage contracts for systems products and services with appropriate AOC staff;
  • Read and understand complex technical materials and apply knowledge derived from them;
  • Maintain and apply current technical knowledge and capable to multi-task and prioritize.
  • Communicate effectively in English, orally and in writing; and
  • Establish and maintain effective working relationships.
  • Ability to lift forty (40) pounds and work in close quarters (i.e. network sub-closets).

DESIRABLE QUALIFICATIONS

Experience with:

  • Cisco switches and routers; TCP/IP
  • Microsoft operating systems (XP/Vista);
  • Microsoft Active Directory (AD) principles and administration;
  • UNIX; Sun Solaris;
  • HP Openview and CiscoWorks applications.
  • NetApp applicances;
  • Windows 2003/2007 Server
  • Firewall, proxy server, Sendmail, DNS operations;
  • X.500, LDAP, and SNMO protocols; and
  • Web security/authorization tools.
  • Excellent Customer Service skills in a large Enterprise environment.

Desirable licenses and certificates:

  • Microsoft Certified Professions: Product Specialist certificate in a Windows 2003/2007 and XP/Visita environment; and
  • Cisco certifications in Network design and troubleshooting in large LAN/WAN environments.
