Clinical Lab Scientist or RN or CA Certified Phlebotomy Technician and Manager



Job Summary: Provides supervision of phlebotomists that are distributed throughout the United States. Responsible for initial and ongoing training of phlebotomists. Participates in the hiring process and ensures ongoing compliance with Standard Operating Procedures (SOPs) and all applicable regulatory requirements. Responsible for reviewing individual state rules and regulations for draw site establishment and maintaining licensure (when/where appropriate). The successful candidate is expected to travel 50-70% of the time.

Key Responsibilities:

• Demonstrate competence in all procedures and SOPs required for the Phlebotomy position as specified in the Phlebotomy job description
• Provide Phlebotomy orientation/training as per BHL SOPs
• Conduct phlebotomist competency assessment and site audit within 3 months of placement of phlebotomy services. Conduct 6-mo. competency assessment. Conduct annual competency assessment/annual site audit; color vision testing
• Monthly site visits to all assigned phlebotomists for the first quarter of assignment; set oversight visits to quarterly interval if satisfactory competency demonstrated after initial 3 months
• To be responsible for all documentation, particularly relating to phlebotomy policies and Standard Operating Procedures, ensuring they are complete and up-to-date.
• Completion and filing of Phlebotomy Site Visit Report forms
• Maintain log of Phlebotomists calls/emails, problems, resolution, etc,
• Distribute start-up information/Manuals/Logs to newly placed Phlebotomists prior to orientation/training
• Make routine contact to Patient Service Centers (PSCs) to provide support; ensure BHL processes are communicated and adhered to including accurate requisition completion instructions where requested by DMC; address specimen QA issues as appropriate
• Work with QS Department at Alameda BHL Lab for proper logging & assignment of equipment ID's to track inventory and maintenance. All new equipment to be included as placed in field.
• Establish Stericycle contract disposal in sites where medical waste is not disposed with practice waste, as needed
• To be accessible for consultation with phlebotomists anytime phlebotomists are working (or identify alternate contact)
• Provide oversight through
o Direct observation of routine patient specimen collection and/or specimen processing. Site visits can be scheduled or unannounced.
o Interactive telephonic review of Phlebotomy Log Sheets
o Secret Shopper Surveys/Patient Satisfaction Surveys
o Routine documented telephonic interaction with phlebotomists
• Interview & assess the qualifications of phlebotomist candidates.
• Participate in the development of and the implementation of policies related to Phlebotomy Services
• Work with Clinical Management to coordinate phlebotomist staffing at all times, taking into account staff absenteeism through study, annual leave, sickness or for any other reason.
• Maintain records of staff absenteeism
• Participate in Individual Performance Reviews for phlebotomists
• Ensure the field phlebotomists are stocked with phlebotomy consumables and are aware of and competent in supply reordering and stocking procedures.
• Assist in staying within budget parameters
• Ensure phlebotomists understand the 4myheart program, are trained to refer patients into the program, and are supplied patient oriented marketing pieces that include appointment scheduling information
• Suggest & implement corrections based on client expectations and participant feedback.
• Participate in the Continual Quality Improvement Program. Monitor specimen problem metrics for trends and opportunities for quality improvement.
• Adhere to BHL Health & Safety Guidelines
• Perform any other duties that may be requested by the Laboratory Medical Director in order to facilitate the smooth running of the phlebotomy department.
• Participate in the development of and the implementation of policies relating to Phlebotomy Services.
• Responsible for all documentation, particularly relating to phlebotomy policies and SOPs, ensuring they are complete and up to date.
• Maintain knowledge & teach the proper procedure for the collection, pre-processing, and shipping of blood for Berkeley HeartLab tests.
• Stay abreast of laws, procedures and regulatory requirements related to Phlebotomy
• Perform needed quality control procedures to maintain compliance with internal and external regulations. OSHA training, required
• Participate in ongoing communication with Laboratory Medical Director, Clinical Directors and District Managers, submitting reports, process improvement ideas, etc.
• Maintain corporate image and reputation
• Participate in Meetings as needed
• Develop and maintain relationships with co-workers and Berkeley support personnel
• Maintain patient confidentiality according to HIPAA regulation and ensure that phlebotomy staff comply and understand HIPAA

Position Qualifications:
• Clinical Laboratory Scientist, current California license
o Minimum 5 years clinical laboratory experience
o 3 years Supervisory Experience
• OR Registered Nurse, current California licensure
o Minimum 5 years nursing experience
o 3 years Supervisory Experience
• OR California Certified Phlebotomy Technician, current licensure
o Minimum 5 years phlebotomy experience
o 3 years Supervisory Experience
• Phlebotomy training and/or certification; must fulfill/maintain all State Phlebotomy requirements pertaining to the state of residence
• 3-5 years experience in Phlebotomy/Patient Collection Services required;
• Performs duties in an independent manner; seeks guidance and direction as necessary for the performance of duties. Interacts with manager in an on-going process improvement of services and oversight;
• Reviews policies and procedures regularly to maintain a complete understanding of the company requirements
• Bachelor of Science Degree in related science field
• Basic knowledge of CLIA, OSHA, HIPAA standards
• Willing to travel within the U.S. up to 50-70% of the time
