JOB TITLE: SR. BUSINESS SYSTEMS ANALYST

(PROJECT MANAGER- 2 positions)

LOCATION: SAN FRANCISCO , CA

OVERVIEW

The Senior Business Systems Analyst position with the Information Services Division of the Administrative Office of the Courts will provide lead direction and work directly with project teams, management, and senior-level clients in the trial courts, including chief executive officers and presiding judges, to develop and deploy Court Management Systems (CMS).

RESPONSIBILITIES

  • Provide lead direction, training and work review; organize and assign work, set priorities, and follow up to ensure coordination and completion of assigned work for trial court management system deployment projects.
  • Develop project cost and benefit estimates; estimate project needs for staff and consultants.
  • Develop and assist in the preparation of work breakdown structures and project schedules.
  • Communicate with contracted vendors, trial court personnel, justice partners, and management regarding deployment strategies, identified issues, and possible resolutions.
  • Work with clients, team members, and management to understand business requirements and ensure that client expectations are understood and met.
  • Provide guidance and input to clients through each project stage.
  • Make recommendations concerning change control.

This position requires occasional statewide overnight travel and evening and weekend work.

MINIMUM QUALIFICATIONS

Education and experience:

Equivalent to possession of a bachelor's degree, preferably with major course work in computer science, public or business administration and three years experience in business or systems analysis, design, operational, or system documentation development, and workflow analysis/process re-engineering including one year of lead experience.

Additional experience may be substituted for the education on a year-for-year basis. Possession of a directly related postgraduate degree may be substituted for one year of experience;

OR

One year as a Business System Analyst with the judicial branch in information systems.

Knowledge of:

  • Principles of systems design, implementation, and development.
  • Principles of project management.
  • Full-life cycle application development initiatives.
  • Web based application development projects.
  • Business process re-engineering.
  • System test plan development and execution software.
  • Data, process, and workflow modeling

DESIRABLE QUALIFICATIONS

  • Possession of Project Management Professional Certification
  • Proficiency with MS Office Applications including MS Visio and MS Project
  • Good communication skills, with both technical and non-technical audiences including creating and presenting executive summaries to steering committees and other executive level leadership.
  • Experience managing projects with a budget greater than $1 million
  • Experience writing and managing contracts, SOW's and change requests on large, complex, multi-year projects.
  • Knowledge of the principle of systems implementation including data conversion, data reconciliation, user training and documentation;
  • Ability to manage projects and develop and maintain complex project plans.
  • Ability to identify and evaluate alternative solutions, costs and benefits;
  • Experience deploying applications in a large data center and understand the relationship between multiple hardware platforms and the interrelationship of different operating systems;
  • Ability to work with the business users to develop written business requirements analysis and functional design specifications for system configuration changes and enhancements;
  • Define and document system integration/interface requirements for specific implementations;
  • Excellent team building skills, including cross-functional team building;
  • Experience translating legislation/regulations into business requirements/functional design documents including Use Cases, Business Rules and User Interface specifications
  • Principles of information systems architecture for enterprise-wide systems development such as: client/server and multi-tiered, distributed system architecture including internet/intranet based application delivery mechanisms;
  • Strong analytical capabilities and the ability to breakdown complex ideas into manageable pieces.
  • Court Experience and Court case management processing is a plus.

Salary Range: $6,870 to $8,767 per month

(Starting salary may vary between $6,870 to $7,557 per month)
