JOB SUMMARY

This position is responsible for performing cost/scheduling controls in accordance with contract statement of work, the Earned Value Management System, and project procedures. This includes establishing and maintaining scheduling standards and procedures, providing schedules to support change orders or new work, and follow through to communicate to the project the basis for these actions, analyzing scheduling performance of the project, early identification of problem areas, adverse trends, and recommend corrective actions, reporting scheduled performance of the project, developing and maintaining project master schedule, project schedule baseline and campaign schedule as required prior to each campaign. Will also evaluate manpower, man-hour, and labor cost requirements versus budget limitations. Prepare historical information for trend analysis. Determine the detail at which information is required to track the project and provide the government with required information. Evaluate materials, subcontract, and vendor costs to determine future requirements; compare actual cost to funding limitations. A bachelor degree in engineering, construction, business or related field, or demonstrated equivalent, relevant experience with a minimum of seven years experience in planning and scheduling required. Must have work knowledge of Microsoft Office products and experience with Primavera Enterprise.

REQUIREMENTS/SPECIFICATIONS

Education/Experience:

· Bachelor degree in engineering, construction, business or related field, or demonstrated equivalent and related experience, and 7+ years experience in the engineering, construction and procurement projects or operating industrial projects in a planning and scheduling position.

· Working knowledge of word processing, database, spreadsheet and graphic computer software applications.

· Experience with Primavera Enterprise required.

MAJOR RESPONSIBILITIES/DUTIES/TASKS

· Perform all work safely and with the utmost concern for the safety of self and other employees.

· Perform all work in compliance with environmental permits and regulations.

· Perform cost/scheduling controls in accordance with contract statement of work, the Earned Value Management System, and project procedures.

· Provide project services in all areas of scheduling, monitoring and control.

· Establish and maintain scheduling standards and procedures.

· Provide schedules to support change orders or new work, and follow through to communicate to the project the basis for these actions.

· Analyze scheduling performance of the project, early identification of problem areas, adverse trends, and recommend corrective actions.

· Report scheduled performance of the project.

· Develop and maintain project master schedule, project schedule baseline, and campaign schedule as required prior to each campaign.

· Provide special schedules to the client and management as required.

· Evaluate manpower, man-hour, and labor cost requirements versus budge limitations. Prepare historical information for trend analysis. Determine the detail at which information is required to track the project and provide the government with required information. Evaluate materials, subcontract, and vendor costs to determine future requirements; compare actual cost to funding limitations.

· Provide special studies as required.

· May lead planning & scheduling effort for the closure phase as assigned.

Must be U.S. or Naturalized citizen.

Experience in a toxic/hazardous environment desired.

This position requires a National Agency Clearance. As a condition of employment, candidates and incumbents must favorably complete a personnel security investigation, urinalysis testing, and must meet and maintain personnel suitability and reliability requirements established by Army Regulations.
