Control Room Operator, D Shift
Minimum Requirements :
THIS POSITION IS FOR D SHIFT.
Incumbent must possess a High School Diploma or equivalent and 6 years experience in an operator or field technician position, preferably in a chemical, nuclear, petrochemical, power plant or refinery. In addition, the incumbent must be able to demonstrate good technical knowledge of plant and system processes and experience in operating technical systems. The incumbent must possess knowledge of functional systems interactions and must be able to pay attention to critical elements in a complex and regulated environment. 1 year experience working as a computerized control room operator is highly desired, but not required.

Job Description :
DESCRIPTION OF DUTIES:
1. Performs a combination of duties necessary to monitor, maintain, and adjust the demilitarization operating system via use of a computer operated control board. Duties include, but are not limited to, the following:

- Monitoring the plant operation system utilizing support equipment and CCTV cameras ensuring that all operations with chemical munitions are functioning in compliance with established procedures.

- Using control consoles to destroy chemical agent and demilitarize chemical munitions.

- Identifying and evaluating the complexity and criticality of inappropriate processes or malfunctioning processes and taking steps necessary to correct such processes. Steps may include making adjustments via the key panel controls, notifying the Senior Control Room Supervisor of problems, or immediately stopping the processing to ensure no harm or accident results as an effect of the malfunction.

- Performing daily systems inspections to ensure optimal operation processing. Also performing weekly environmental inspections, weekly CCTV checks, fire and ventilation checks, RCRA tank interlock checks, four hour daily readings of instruments on all processing systems and standby systems, and waste feed cut off checks of furnaces. Also is responsible for performing weekly audits of the lock-out/tag-out system and temporary change logs to ensure that logs and tags are properly installed as specified in existing SOP's.

2. Performs a combination of duties to control site processes and events including emergency situations. Duties include, but are not limited to, the following:

- Assisting On Scene Incident Commander (OSIC) by recording data, making notifications, receiving in-coming information, and notifying the OSIC of new or changing operations conditions or situations. May act as the liaison between the OSIC and other involved groups.

- Controlling TOCDF activities to include responding to alarms and site emergencies. Maintaining responsibility for determining area of alarm, notifying proper operators and instructing them to evaluate situation, notifying the Senior Control Room Supervisor and Plant Shift Manager, Fire Department, etc. of such emergencies. Assists operations leads and managers in maintaining accountability for employees and actions during emergency situations.

- Receiving all incoming reports (radio, phone, fax, etc.) and notifying site personnel of activities via the P.A. announcement system.

3. Reviews daily activities and compiles data relating to operational activities and reports to include daily ACAMS, DAAM, fire alarm, waste tracking forms, destruct forms, and LCO's. Maintains accurate account of all activities in the Operator's logbook to ensure that all events are properly document and maintained.

4. Provides support and direction to outside operators who are required to enter the Munitions Demilitarization Building (MDB) to ensure the safety of the individual and environment while in the toxic area. Duties include, but are not limited to, the following:

- Serving as the point of control for all individuals involved in making the entry. Receiving input from personnel, evaluating the situation, ensuring procedural compliance, and guiding individuals. In the event of an emergency or unusual situation, the Control Room Operator maintains responsibility for evaluating the nature and complexity of the situation and may be required to make immediate decisions concerning the appropriate method to ensure the safety of the individual in the toxic area.

- If necessary, maintains responsibility for making critical and possible life threatening decisions should unforeseen circumstances evolve during entries.

5. Ensures that TOCDF is operating in an environmentally sound manner with strict adherence to all permit requirements. Immediately notifying Control Room Supervisor of problem areas should they arise.

6. Supports the TOCDF safety culture by performing all duties in accordance with the below listed safety responsibilities and enforcing a safe work environment.

7. Control entry into limited or exclusion areas and preclude unauthorized access to areas containing chemical agents.

8. Performs other duties as assigned.
