May perform one or more of the following:


Manages people for programs or projects involving department or cross-functional teams focused on the delivery of an internal project into a finished state.


Plans and directs schedules as well as project budgets.


Monitors the program/project from initiation through delivery, interfacing with "internal customers" or department personnel.


Organizes project activities that may require interdepartmental meetings and communication ensuring completion of the program/project on schedule and within budget constraints.


Assigns and monitors work of technical personnel, such as systems analysts and programmers, providing support and interpretation of instructions/objectives.


Directs the activities of project support staff and sub-contractors and is responsible for ensuring appropriate resources are allocated and maintained to facilitate the successful completion of the project.


Ensures the ongoing process/system capability associated with projects and manages any changes required to meet or exceed the expectations established in project designs.


All other duties as assigned.


This individual is preferred to have excellent working knowledge of MS project, be financially astute, maintain strong communications both verbally and written with internal and external clients and be able to multi-task affectively within a fast pace, process driven environment.  


STRONGLY Prefer experience in healthcare, medicare, medicaid, MMIS, and/or pharmacy POS.


 


Functional Description:

o Responsible to deliver the project within scope, on time and within the approved budget utilizing ACS PMM process and toolkit.

o Responsible to ensure all CMMI L3 process is being adhered to, documented, and stored.

o Project Management Plan tailoring

o Responsible for all PM reporting and tracking tools.

o Responsible for the External Client Deliverables included but not limited to:   Project Status report, Project Schedule, Issue Log(SP), Action Item Log(SP), Risk Log (SP), along with specific contractual deliverables (ex. Requirements Management Plan, RAD, DSD, Acceptance Test Plan, Implementation Plan).

o Responsible for the Internal ACS Deliverables included but not limited to:   Proj. Mgt. Plan, Integration Mgmt (Impl, Action, Issue, Release, Security, DR,), Scope Mgt, Requirements. Mgt, Cost and Human Resource Mgt.

o Responsible for ensuring correct mix and leveling of resources are available to support the project.  If resource issues exist, document the issues and work with the Implementation Manager to direct the corrective action and resolution.

o Accountable for managing the project work plan estimating process in adherence to QPMO standards.

o Accountable for developing and managing the overall project plan, review of Sub project plans, and responsible for compliance to Governance standards.

o Tracks project performance against planned schedules (and milestones), hours and costs on a weekly basis.

o Manages the overall weekly reporting process including the weekly analysis of the updated project plans. Facilitates and prepare weekly slippage work-off plans.

o Provide weekly status to Implementation Manager and provide details for Dashboard, monthly financials and periodic Governance in-flight reviews.

o Conducting project reviews with client and the Implementation Manager. The PM role is the Primary role for explaining the details within the project plan.  This role will support and assist plan detail during client and IV&V Project Plan specific review meetings.   In addition, this support includes the all hands meeting presentations for the project.

o Accountable for managing Scope throughout the project

o Accountable for managing Risk throughout the project

o Provides status report and data for periodic review of project

o Possesses general understanding in the all areas of technology and system design.

o Identifies opportunities for improvement and makes constructive suggestions for change.

o Manages the process of innovative change effectively.

o Effectively utilizes each team member to his/her fullest potential.

o Motivates team to work together in the most efficient manner.

o Manages day-to-day client/LoB interaction.

o Sets and manages client/LoB expectations.

o Develops lasting relationships with client/LoB personnel that foster client ties.

o Keeps track of lessons learned and shares those lessons with team members.

o Conducts effective performance evaluations and mentors those with less experience through formal channels.


Education and Typical Years Experience

Required: 4 year college degree in Business Management, IT or related field

Advantage: PMP certification, Master of Science, CIS.


Special Requirements:  Proficient in the use of:

o EPM, Work Plans, MS Office suite, Financial reports

o Project Metrics – EPM or ACS recognized tool

o Understands Internet, Intranet, Extranet and client/server architectures.

o Maintains awareness of new and emerging technologies and the potential application on client engagements.

o Mitigates team conflict and communication problems.

o Communicates effectively with clients to identify needs and evaluate alternative business solutions.

o Builds a knowledge base of each client's business, organization and objectives.
