Documents which can be associated with this posting Resume Cover Letter DUTIES AND RESPONSIBILITIES OF THE POSITION INCLUDE: Under the direction of the Controller, supervise all district payroll functions including payroll preparation, payroll reconciliation, taxes, accounting reporting, and calculating miscellaneous deductions. Establish and interface with external agencies including auditors, legal attorneys, state retirement agencies, County of Education employees, IRS representatives, Franchise Tax Board (FTB), Employment Development Department (EDD), as well as vendors supplying services and equipment. Ensure that the payroll staff are functioning as assigned and that the payroll is processed in an accurate manner. Prepare and verify classified, faculty, and casual payrolls; maintain related payroll records and reports; ensure that wages, salaries, and deductions are being paid in accordance with established policy and labor agreements; and review, correct and audit payroll information. Ensure adherence to proper accounting procedures and controls; maintain payroll related accounts through specified cycles meeting required deadlines. Supervise the preparation and maintenance of payroll records and reports including those required to meet STRS and PERS and other state, local, and federal requirements. Ensure the timely and accurate preparation and transmittal of payroll tax deposits, W-2s, and all mandated tax adjustments and filings. Respond to verbal and written inquiries from employees regarding payments, tax withholding, retirements reporting and voluntary deductions. Provide technical expertise to administrators regarding payroll operations; serve as a lead in developing new policies and procedures as required. Prepare comprehensive financial and statistical reports related to payroll, retirement leaves and unemployment insurance. Supervise and evaluate the performance of assigned staff; interview and participate in selecting employees; and counsel, discipline and terminate personnel according to established policies and procedures. Coordinate activities of campus payroll liaisons. Serve as a resource to campus administrators, employees and students in regard to payroll matters. Communicate with representatives of government agencies, financial institutions, retirement systems and bargaining units to exchange information, resolve issues and coordinate activities. Confer with personnel and data processing staff to coordinate efforts and enhance automated systems and reporting capabilities. Oversee and maintain assigned departmental budget; monitor and control expenditures in accordance with established limitations. Attend and participate in a variety of meetings; serve as liaison to District staff and outside agencies on matters related to payroll processes and issues. Perform other related duties as assigned. CONDITIONS OF EMPLOYMENT Salary: $6,641.36 per month plus benefits; level 5-66 Position: Full-time, Permanent, 12 months per year Starting date: As soon as possible upon completion of the search process.
